2 BENGAL GREEN INITIATIVE 35 th meeting of Standing Committee of the Cabinet on Industry, Infrastructure & Employment, held on 5 th August, 2014 says that 10% additional F.A.R is to be allowed for green buildings. CABINET DECISION Urban Development Department; Govt. of West Bengal Page 2 of 22

3 1.On the basis of the cabinet decision, Government of West Bengal has recently taken a decision to allow extra Floor Area Ratio (FAR) for green building construction. 2.The building rules has already been amended, as illustrated in respect of New Town Kolkata Development Authority (NKDA). 3.In giving effect to this new rule, the question of defining a Green Building has arisen. 4 AMENDMENT IN GOVT. RULES 10% additional FAR Green buildings 10% additional FAR is to be allowed in cases of green buildings and certification of Green buildings will be done by the designated authorities / agencies to be notified by the Municipal Affairs Department. PROPOSED REQUIREMENTS FOR TREATING A BUILDING AS “GREEN” WHILE ISSUING SANCTION 2. 1(one) Solar panel (8 sq.mt. each) each 100 sq.mt. of built up area. 2. 1(one) Solar panel (8 sq.mt. each) should be provided for each 100 sq.mt. of built up area. Recycle and Re-use of water Dual Plumbing System. 1. Recycle and Re-use of water shall have to be done by means of Dual Plumbing System. 2. 30% of the total water demand 2. 30% of the total water demand should be catered from recycled water (non potable use). Water metering system 2. Water metering system should be used to minimize the wastage of supply water. All residential/ non-residential projects with plot areas more than 2 Hectares are required to provide package Sewage treatment Plant (STP ). 18 MATERIAL ENERGY EFFICIENCY OPTIMISATION OF USE OF WATER GREEN OPEN SPACE HEALTHY ENVIRONMENT ENSURING CONTINUITY at the rate of 300% of the Building Sanction fees A.In case of any violation, Completion Certificate will not be issued and/or a fine at the rate of 300% of the Building Sanction fees will be levied. B.Annual web base declaration B.Annual web base declaration shall have to be provided by the owners. as 1% of the Building Sanction Fess. C.In case of any violation in continuing functions, a fine will be computed as 1% of the Building Sanction Fess. It will be levied along with the Property Tax Bill. 19 IN SUMMARY At the time of Sanction of plans, extra 10% F.A.R will be allowed if: Undertaking for following green norms including continued adherence to rules is given- 1.Double glazing 1.Double glazing (as per norms) 2.Fly Ash Bricks 2.Fly Ash Bricks Shall have to be used. Solar panel 3.8 sq.mt. of Solar panel for each 100 sq.mt. of built up area is to be provided. 4.Green open space 4.Green open space shall have to be provided as specified. 5.Dual plumbing system 5.Dual plumbing system for water supply and water recycling mechanism. 20 IN SUMMARY 5.BEE – 5 star 5.BEE – 5 star electrical appliances and energy efficient lights shall have to be used. 6.Net metering system 6.Net metering system shall have to be used. 7.Water metering system 7.Water metering system shall have to be used. 8.For non – residential buildings: i.Lighting sensors i.Lighting sensors. ii.Efficient plumbing fixtures.
