14 Rating Clubs (Q. 28) Excellent — The members of this club are informed and engaged in full support of the four elements of an effective club because they are able to: sustain and/or grow their membership base; implement successful projects that address the needs of their communities and communities in other countries; support The Rotary Foundation through both program participation and financial contributions; and develop leaders capable of serving in Rotary beyond the club level. Good — The members of this club appeared to be informed and engaged but could increase its effectiveness by focusing on ______________. Adequate — The club functions, but needs significant improvement. Poor — This club is in need of assistance. Nonfunctioning club — The club failed to meet the criteria established by the RI Board in its policy for a functioning Rotary club (see questions 15-26 above).

26 PRIMARY RESPONSIBILTY A district officers’ primary responsibility is to work with club and district leaders to support specific club and district functions and objectives.

30 LEADERSHIP

31 Peter Drucker : "The only definition of a leader is someone who has followers." To gain followers requires influence but doesn't exclude a lack of integrity in achieving this. John C Maxwell : In the 21 Irrefutable Laws of Leadership, John Maxwell defines leadership as "leadership is influence - nothing more, nothing less." This moves beyond defining the leader to looking at their ability to influence others – both followers and those outside that circle. Indirectly, it builds in leadership character, since without maintaining integrity and trustworthiness, the capability to influence disappears.

32 Warren Bennis : focused on the individual capability of the leader : "Leadership is a function of knowing yourself, having a vision that is well communicated, building trust among colleagues, and taking effective action to realize your own leadership potential." Roman Catholic Diocese of Rochester : "the process of influencing the behavior of other people toward group goals in a way that fully respects their freedom." The emphasis on respecting freedom is an important one, and one which should be a hallmark of Christian leadership. Jesus influenced many diverse people during his ministry but compelled no-one to follow Him.
