NEW MODEL FOR QUALIFICATIONS DEVELOPMENT Minister launched QCTO in Feb 2010. With the launch, new dispensation for development of Occupational Qualifications. A new structure ( the QCTO ) and new model for qualifications was developed. Implication, SGB generated qualifications will need to be replaced when they expire. Replaced according to the QCTO model.

QCTO Qualifications Subframeworks QCTO stand for Quality Council for Trades and Occupations. It is one of the 3 Quality Councils, each responsible for a qualifications sub framework on the National Qualifications Framework. The other 2 are CHE and Umalusi The QCTO is responsible for the sub framework of Trades and Occupations.

What is the QCTO mandate ‘the QCTO is responsible for establishing and maintaining occupational standards and qualifications’ ‘the quality assurance of occupational standards and qualifications and learning in and for the workplace’ Designing and developing occupational standards and qualifications and submitting them to the SAQA for registration on the NQF Ensuring the quality of occupational standards and qualifications and learning in and for the workplace; (SDA, 2008, Section 26H)

Why the change to the QCTO Challenges to the current system : Unit Standards that did not speak to industry requirements. Outcomes in the unit standards that were practically irrelevant for various industries. Difference in Quality Standards provided by private providers. Learners trained and not being employable. Difference in Quality Standards across the SETA Poor Assessment practices.

Our Approach to the new Model Agriseta approached this new challenge pro-actively. Volunteered to participate in a pilot project to develop qualifications for the sector. The Board and Management of the AGRISETA supports the project. Appointed a person to be responsible for the development of the qualifications. Establish QCTO policies for the AGRISETA Ensure smooth transition of the process going forward.

Development Quality Partners ( DQP ) – Responsible for Qualifications development. ( currently SETA’s, professional bodies. ) Quality Assurance Partners ( QAP ) – Responsible for Currently registered qualifications until expiry and teach out period in 2018. Assessment Quality Partners ( AQP ) – Responsible External Assessment, Accreditation of Assessment Centres. QCTO Partnerships

What does the New QCTO model for Qualifications entail The Development process prescribed by the QCTO. Industry Driven Qualifications which address the needs of the market and workplace. Model focuses on Industry partners with role specifications. Appointment of a registered occupational curriculum development facilitator and trainee facilitator. A curriculum structure development Standardised Assessment specifications.

AGRISETA partnerships with Industries AGRISETA to fund the development process. Industry to perform some of the required activities and exercise some control over the development process. The industry recognised expert participants at various stages of the development.

RECOGNITION OF LEARNING ALREADY TAKING PLACE Learning programmes to be aligned to QCTO framework. Workshops with Expert practitioners nominated by industry. Various stages of occupational curriculum and qualification assessment specification development.
