What is Minus 3% project? INTERNATIONAL PROJECT START: 10/2008 END: 09/2011 AIM: - start reduction in energy end-use towards 3% per annum - in the long term to reach minus 30% by 2020

Key Finding 5 It is possible to reach the 30% target by 2020 but it does not happen all by itself So a special effort beyond current regulations has to be made by Cities to retrofit their buildings
