C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) ELIGIBILITY Required experience – All applicants must have at least one year of experience and demonstrated success on at least two projects in a relevant field. Additional business requirements – All applicants must: have a specific contract that has been executed by the time of disbursement; be able to demonstrate cash flow generation capacity sufficient to service debt; provide evidence that they have been unable to secure bank financing in most cases; where practical, submit invoices to the general contractor requesting split payments, one to the borrower and one to the City, until the loan has been repaid in full (joint check);

17. C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) ELIGIBILITY Applicant must be a licensed contractor and headquartered and/or have business license in the City of Richmond. Applicant must have a 10% or more personal investment or equity position in the business. Applicant and or business owner must not have any unpaid taxes/tax liens and must be current with the filing of personal tax returns and all withholding and other applicable taxes. Applicant must not have experienced personal or business bankruptcy within the past twelve (12) months.

18. C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) TERMS AND CONDITIONS Maximum Loans: up to $100,000 Interest rates: 4% to 9%. Eligible Loan Purposes: Working capital, inventory & equipment financing, or other qualifying uses that will support contractors delivering services. Maturity: Up to 5 years with amortizations up to 25 years depending on purpose and collateral.
