Why do we have to report? EPA requirement for all 319 grant recipients. Measure progress on achieving project milestones. Demonstrate improvements to water quality by reporting on nonpoint source pollutant load reductions. Ecology enters data from the forms into the EPA Grants Reporting and Tracking System Database (GRTS). 2

Why is reporting required for Centennial Projects? Ecology uses Centennial funded projects to meet EPA’s 319 match requirements. EPA requires the same administrative conditions for matching projects. EPA wants to know how state funds are leveraged for nonpoint pollution reduction. Therefore, matching projects need to meet the 319 reporting requirements. 3

Load Reduction Reporting Use Ecology’s Load Reduction Reporting Form to report Best Management Practices (BMPs) and load reductions. Upcoming reporting cycle: Jan-Dec 2013 Due Jan 15, 2014 If the project closes before the end of the year, report load reduction estimates at the end of the project. 4

About Reporting BMPs Report all BMPs that have been implemented in the past calendar year. Some BMPs do not have load reduction estimations associated in the STEPL model. Report load reductions if you have another model or real data. Report the BMP regardless of load reduction capability. 6

12-Digit HUCs: Google Earth Make sure your organization is allowed to use Google Earth before you download the program. This is an EPA tool, so if there are problems you need to contact EPA. Completing the Form Load Reduction Information What model was used? STEPL is not the required model, but is the provided model. If the reductions were calculated from monitoring or a different model, please indicate here. 20

Watershed and Pollutant Information Up to 8 different subwatersheds (aka 12-digit HUCs) can be listed on the form. If you have more than 8 subwatersheds, you may attach additional sheets. Load reductions and BMP costs must be reported on the 12-digit HUC scale. Fill out the rest of the info for each HUC in the column underneath the HUC number. 21

Watershed and Pollutant Information Required pollutants (when applicable): phosphorus (lbs/yr), nitrogen (lbs/yr), sediment (tons/yr). These are the only pollutants estimated by the STEPL model. You can report measured or modeled reductions on other pollutants if you have them. Others in dropdown list: BOD, dissolved oxygen, exotic species, fecal coliform, herbicides, inorganics, temperature, other. BMP costs: please include match as part of the cost of the BMPs that were installed. WQ Assessment listing ID Number: from 303(d) List. 22

Best Management Practices Each BMP installed is reported individually and includes: Location in latitude and longitude BMP installed (reference the BMP list provided on the last page, the list also provides info on what units to report for each BMP) Length in feet Area in acres or sq. ft. Other units if applicable Report on all BMPs installed even if there are no load reductions associated with them. 24

How to Find Latitude/Longitude: Google Maps Go to Maps Labs (bottom of screen on left). Scroll down to LatLng Marker and select Enable, then save changes. Find your project site and right click. Click on Drop LatLng Marker to give the position of the cursor point. 25

Additional Information You are welcome to send additional information attached to your e-mail when you send the report. Please report all BMPs installed even if there are load reductions associated with the BMP. 29
