2 Country specific action plan Current bottlenecks in implementing CRB Limited fiscal space Capacity limitations: Limited understanding of climate change impacts on sectoral portfolios/strategies Lack capacity to conduct cost-benefit analysis including climate change Also some specific capacity challenges for local administrations Programme budgeting gradually being introduced (10 ministries in 2015, all ministries by 2020). This will make climate change expenditure easier to track. Need for better cooperation between ministries (strengthen support role from MoE), their level of understanding varies Need for better cooperation within ministries between budget/finance departments and technical departments Some engagement with CSOs from MOE, but need to clarify modalities of their engagement in climate change response. Many different aid modalities, often by-passing the budget. Donor reluctance to use national budget system CSOs not fully unified on CC issues, but a climate change network exists Lack of CSO capacity to monitor budgets. Budget expertise and CC expertise needs to be connected.

3 Country specific action plan Actions in the immediate term – eg., 2015 Scale-up mainstreaming of CC in sub-national plans/budgets including the finalization of guidelines on how to conduct vulnerability assessments (building on existing pilots) Conduct training needs assessment (in line ministries and MEF) Include climate finance component in public financial management training programme for government staff (national and subnational staff) Conduct cost benefit analysis in pilot ministries Tracking CC finance: annual CPEIR, then tagging in national budget and ODA system? Dialogue with development partners on modalities, and how to promote budget support. BSP guidelines from MEF to include strong requirement for technical, policy staff and budget staff to work together on budget formulation. Explore if ministries could be requested to provide narrative on how they include gender and CC as cross-cutting issues in their budgets Organize NGO consultations to i) to raise awareness on the need for civil society involvement in climate finance monitoring; ii) to bring together organizations working on budget monitoring and those working on CC to agree on next steps

4 Country specific action plan What is your innovation? Full mainstreaming of CC in planning/budgeting guidelines of the district/municipality level (district/municipality fund).
