10 Master Plan of DELHI (MPD) 2021 has been implemented by the Government of INDIA
Master plan is an intense study on Urbanisation that helps to create a sustainable and eco-friendly living.

11 Master Plan Delhi (MPD)  2021 has been out in 2007 and reprinted in 2010 and duly approved by Ministry of Urban Development, Govt. of India on 6th Sep, 2013 with the vision for 2021 to make Delhi a world class city.

12 The Master Plan of DELHI 2021 is about 60,000 hectares of land to accommodate 68 lakh population by 2021. Total Delhi is 1482 sq kms ,Existing is 702 sq kms New Area available is 780 sq kms which is presently greenland which will have improved road connectivity, extensive metro connectivity, eco-friendly environment and all this at Affordable price.

14 LAND POOLING POLICY Now bits and pieces of land parcel will be pooled by DDA and in return you get a large chunk of serviced land with all amenities Till now the boom was there in NCR because of unavailability of land in Delhi. Now it is the turn of DELHI for a Real Estate Boom.

15 Acquisition and Land Pooling
Since the first Master Plan of Delhi in 1961, DDA's policy had been to acquire large tracts of land from private owners at a low price, develop it and then sell the residential or commercial properties at a premium. But the policy came under attack from land-owners who demanded more compensation after the rate of properties escalated. The new policy, which has been passed by the Authority, allows land-owners to pool their land for development by DDA. But now instead of compensation, they would get back 48 per cent of land after development of infrastructure by DDA, which they can keep for themselves or give to private developers

16 Guiding Principles Govt./DDA to act as a facilitator with minimum intervention to facilitate and speed up integrated planned development. Each land owner to get an equitable return to their land in the Zonal Development Plan(ZDP) with minimum displacement. DDA ensures speedy development of Master Plan Roads and other essential Physical & Social Infrastructure and Recreational areas.

Time bound development of identified land with Master Plan roads. DDA ensures provision of physical infrastructure such as water supply, sewerage and drainage, provision of social infrastructure and traffic and transportation infrastructure including metro corridors. DDA shall be responsible for external development in a time bound manner.

20 Some background Delhi is surrounded by two major states, i.e. Haryana and Uttar Pradesh In Haryana majorly Delhi is connected to Jhajjer, Gurgaon, Rohtak, Bahadurgarh, Faridabad, Kundli, Sonipat. In UP Delhi is connected to Noida and Ghaziabad Five National Highways that connects Delhi with other states NH-1, NH-2, NH-8, NH-10, NH-24. General width is in between 100 to 150 mts. NH-1 is towards Ambala & Chandigarh NH-2 is towards Agra NH-8 is towards Jaipur NH-10 is towards Rohtak NH-24 is towards Lucknow via Ghaziabad

Dwarka expressway is 25 km long connecting Dwarka with NH-8, 150 mtrs wide with 30 mtrs of green belt on both sides. It is a 8 lane high speed corridor. It will connect Delhi with Manesar. 31 L Zone L Zone is The largest zone of Delhi spread over 21,933 Ha Approx 10,322 Ha is green belt – Urbanizable area is 11,610 Ha Nazafgarh is the only census town. L Zone is bounded by Rohtak railway line, Dwarka Sub city and Gurgaon on one side. This area will accommodate 20 lakh population. A low density residential area.

Attractions of Zone-L: This location is closer to South Delhi and Gurgaon. Geographically closest to Airport. Already existing Dwarka Metro (Blue Line). Proximity to Dwarka Express way where all Major Developers are active. Many Gated Farm-House complexes are coming up in this zone. Third Outer Ring Road - UER-II (Urban Extension Road) and III to pass through the Zone

34 Largest Ayurvedic Hospital Operational in this Zone
Branch of AIIMS already operational in adjoining area at Jhajjar. Area to have demand from the Upper Middle Income Groups and Affluent class. DSIIDC is developing a acre Knowledge Based Industry park at Baprola at a cost of Rs 2,000 crore. This would create direct employment for about 85,000 people. All inner roads to be in between 45 to 80 mts

35 New Diplomatic Enclave II to add value to the Vicinity.
The upcoming Diplomatic Enclave in Delhi to build and deliver space for multiple embassies which have been waiting to be allocated space in Chanakya Puri. With this initiative, the embassies should be able to find good quality space under the new Diplomatic Enclave Part II.

39 The Municipal Corporation is developing a KBI Park at Baprola in an area of 72 acres. The cost of the project is Rs. 1,200 crore. The project will provide direct employment to 1 Lac and indirectly to 1.7lac persons catering to IT, ITeS Industry, Media, R & D and Business Services.

43 Public and Semi Public Facilities:
DTC Terminals Are existing in Najafgarh and village Baprola. Trade & Commerce, wholesale market: District Centres, Community Centres, Local Shopping, Convenience shopping Centre's , New location of the wholesale market has also been proposed in the zone. Service Markets: Service Market and organized informal bazaars have to be planned. Public and Semi Public Facilities: Total area of 1,703 ha is proposed under this use which will consist facilities for Health, Education, Security & safety, Sports, Communications. Health: 5 hospital beds per thousand population has been proposed.

44 Sports Facilities: In the zone, a site of about 17 ha is already existing for sports Training Institute. New sports facilities have to be provided in the zone in a hierarchy of divisional sports centre / Golf Course, District Sports Centre, Community sports centre. Land requirement under sports use is computed as about 120 ha. Communications: Post Office, Telephone Exchange etc. Security & Safety: Police Station / Police post, Police lines and Jail etc. shall be provided in Public / Semi public use. Disaster Management Centre: Delhi being in high seismic zone IV needs a Disaster Management Centre for which land measuring 3 ha shall be earmarked, preferably in facility corridor. Multi- Purpose Grounds: A network of the Multipurpose grounds, a special category for holding marriages and other special functions has been proposed. Transportation: Green belt of 20 mts width on both side of 80 mts & 60 mts road, while 10 mts wide green belt on 45 mts has been proposed. Fuel Stations: Petrol Pumps and CNG stations shall be provided as per the norms and to be indicated while preparing the Redevelopment, Local Area and Layout Plans.

45 Recreational: As per the Master Plan, 15% of the Urbanisable area of the zone is to be kept under the green / recreational activities. This will include the City Park / District Park and Community Park. Since people are becoming more conscious about the recreational activities, Sports activities, amusement park, theme park and other open shall b spaces e suitably located in the zone. Water Bodies and Revival of Najafgarh Jheel: Low lying area in the revenue village of Raota, Gumanhera, Jainpur, Shikarpur, & Jhatikara measuring about 356 ha. (890 acres) adjoining Najafgarh Drain has potentially for the developing it as a lake which is to be utilized for the recreational activities as well as water recharging area. Water Supply: Water required for the year 2021 for zone L is about 76 Mgd. The areas for water treatment plant and its reservoirs, ground water recharging area have been suggested. About 34 ha of land, for water treatment plant has been made available to the Delhi Jal Board in adjoining zone i.e. K-I. Beside this, a provision has been kept for about 45 ha of land in the zone for locating a new water treatment plant. Drainage & Sewerage: The new location of sewerage treatment plant of 80 MGD capacity is proposed near the Najafgarh Drain, in revenue village Sarangpur. Solid Waste: It is proposed to set up the mechanized plant / compost plant for solid waste which is projected to be 1360 tonnes per day. Power: Two 400 KV grid station site and two 220 KV grid station sites have been identified.

46 Now no Time to think, the time for only ACTION NCR is losing its grip in Real Estate as all eyes have shifted to DELHI Expected price rise will be 4 to 5 times within 4 – 5 years

PAYMENT PLAN The payment shall be made in two phases as mentioned: Land Contribution Cost (FSI) Construction Cost A ) Land Contribution Cost (FSI) at Rs 1200/- psf to be paid upfront or maximum in 4 equal instalments spread over 3 months. Area Amount 1200sft Rs 14,40,000/- 1500sft Rs 18,00,000/- 1800sft Rs 21,60,000/- 25% with application and balance in three instalments of 25% spread over 30, 60 & 90 days.

49 B)Tentative Construction Cost – (Based on Construction linked plan) shall vary between Rs 1800/- per squre feet to Rs 2800/- per square feet depending upon the furnishing options. *Tentative Cosntruction Cost are exclusive of the External Development Charges (EDC), Internal Development Charges (IDC), Preferential Location Charges (PLC), Infrastructure Development charges (IDC), Parking, Power Back Up, Maintenance, Other applicable rates & taxes paid or payable by company extra.
