According to Congress, “Senior citizens are also our best front line defense against these losses.” In 1997, U.S. Administration on Aging established 12 grant-funded demonstration projects. Missouri SMP Project has been administered through Care Connection since 1997. There is a SMP Project in all 50 states, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands. 3 Background
