Related output and 2016 targets: Expanding of wastewater treatment facilities Cut network losses (to 0 net artificial inflow to Doha water table) Improvements in sewage networks Shifts in tariff structures More infrastructure to deliver reused water to users and greater use of excess flow for irrigation, wetland habitats and recycling Regulation of water discharge with standards for industrial, domestic and agricultural users Management of groundwater quantity and quality (More storage capacity) Public awareness raising Policy objectives and targets

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 6 Sector Outcome 1: Cleaner Water and Sustainable Usage Proposed Indicators for Qatar 1/2 Cut network losses % of water losses in water supply % of water losses in sewerage Expanding of wastewater treatment facilities Treatment capacity per treatment type (primary, secondary, tertiary) in terms of volume and population equivalents (UNEP/LAS) Connection rate of population to different treatment types (UNEP/LAS) Improvements in sewage network Connection rate of population to sewage network Proportion of population using an improved sanitation facility (MDG) More infrastructure to deliver reused water to users and greater use of excess flow for irrigation, wetland habitats and recycling % of unused excess flow from wastewater treatment % of excess flow for different types of uses: irrigation in agriculture, irrigation of public areas, wetland habitats, other

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 7 Sector Outcome 1: Cleaner Water and Sustainable Usage Management of groundwater quantity and quality Proportion of total water resources used (WEI, UNEP/LAS, MDG) Salinity of aquifers Concentration of typical pollutants (e.g. nitrates, hydrocarbons) Level of groundwater table Regulation of water discharge with standards Net emissions per economic sector (N-total, P-total, BOD 5, COD, hydrocarbons…) Releases of Nitrogen and Phosphorus to coastal waters (UNEP/LAS) More storage capacity Storage capacity in terms of days Public awareness raising Renewable water resource per capita per year Household water use per capita per year Water use and water consumption per Gross Value Added per Industry Water use and water consumption per GDP Proposed Indicators for Qatar 2/2

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 8 Sector Outcome 2: Cleaner Air and Effective Climate Change Responses Policy objective: To reduce air pollution and greenhouse gas emissions for healthier ecosystems and human well-being Related output and 2016 targets: Reduction of health risks created by NO x, VOCs and O 3, zero O 3 exceedances 50% reduction of 2008 flaring intensity Reduction of total CO 2 emissions by 5.5% (compared to 2008) Policy objectives and targets Proposed Indicators for Qatar Reduction of health risks created by air pollution Exceedance of air quality limit values in urban areas (UNEP/LAS) Reduction of flaring intensity: Megatonnes CO 2 equivalents per year from flaring Bcm flared gas / MM tonnes energy produced Reduction of total CO 2 emissions: Greenhousegas emissions total, per capita and per GDP (UNEP/ LAS, MDG)

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 9 Sector Outcome 3: Reduced Waste, More Recycling and Efficient Reuse Policy objective: To reduce the volume of waste at source, encourage a recycling culture and promote innovative reuse of waste for more efficient use of resources and healthier ecosystems. Related output and 2016 targets: Solid waste management plans, including hazardous waste; development of a private sector recycling industry and recycling “quick wins”: Less waste disposal on landfills (3-5% of domestic waste disposed of in landfills) waste generation of 1.6 kg/capita/day More recycling (38% of waste recycled) Policy objectives and targets Proposed Indicators for Qatar Solid waste management plans: Share of domestic waste disposed in landfills Waste treatment and disposal by method of treatment (UNEP/LAS) Generation of waste by sector (UNEP/LAS) Generation of hazardous waste (e.g per unit of GDP) (UNEP/LAS)

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 10 Sector Outcome 4: Nature and Natural Heritage Conserved, Protected and Sustainably Managed Policy objective: To protect, conserve and sustainably manage Qatar’s nature areas and natural heritage Related output and 2016 targets: Establish a comprehensive electronic biodiversity database Expand actively managed protected areas Policy objectives and targets Proposed Indicators for Qatar No measurable targets formulated, but recommended are: Protected area as percent of total area (UNEP/LAS, MDG) Abundance of selected key species (UNEP/LAS)

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 11 Sector Outcome 5: More Sustainable Urbanisation and a Healthier Living Environment Policy objective: To encourage sustainable urban planning and develop creative urban spaces for improved quality of life Related output and 2016 targets: Three shaded greenspace urban corridors, each stretching for at least three blocks and designed and managed to encourage car-free travel Policy objectives and targets Proposed Indicators for Qatar Greenspace urban corridors: Number and area of urban greenspace corridors

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 12 Sector Outcome 6: An Increasingly Environmentally Aware Population Policy objective: To increase the populations’ understanding and concern for environmental issues Related output and 2016 targets: An increasingly aware population Influential Qatari leader as the national champion for the environment Establish and ambitious schools and environment programme Target particular industries for awareness-raising Policy objectives and targets Proposed Indicators for Qatar No measurable targets formulated: …let’s collect ideas!

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 13 Sector Outcome 7: Improved Governance and Regional and International Cooperation Policy objective: To strengthen institutional and human capacities, and enhance national, regional and international coordination for addressing environmental priorities Related output and 2016 targets: Environmental information database: Improved documentation and access to data and information through creation of searchable information database at MoE Strategic partnerships with industry and bilateral, regional and multi-lateral partners Regional leadership on at least 1 environmental project At least 2 projects implemented with the private sector Policy objectives and targets Proposed Indicators for Qatar Environmental information database: Annual number of visits/users of specific environmental information Strategic partnerships: Number and budget of environmental projects implemented with the private sector

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 17 Finally…. A lot is already available – e.g. at QSA! Concentration of air pollutants in urban areas(2007-2008) in ug/m3 of air. Emission of CO2 as a result of industrial operations (2001-2008) tons annually Ozone depleting substances (2001-2007) Arable lands (2001-2008) hectares

Environment Statistics Training Workshop, Doha, 23-25 September 2012 Page 20 Conclusions Proposed indicators were selected on the basis of Information needs derived from Environmental Sector Strategy and QNDS SDI Guidance of UNEP/ROWA and League of Arab States Millennium Development Goals Other international recommendations (e.g. IRWS) Data for some indicators are available, but They are generated and stored at different places They use different definitions and classifications Not collected on a regular basis Vary significantly in quality and coverage What is needed? An agreed list of environmental indicators for Env.Sect.Str. and other purposes (e.g. MDG, UNFCCC) Data collection strategy for each environmental topic Environment Statistics can even be developed without indicators and a clear policy context, but then it might miss the target!
