HAZARD COMMUNICATION (RIGHT TO KNOW) On-Line TRAINING

TRAINING TOPICS “GENERAL” CHEMICALS REGULATIONS WRITTEN PROGRAM MATERIAL SAFETY DATA SHEETS (MSDS) LABELS PERSONAL PROTECTIVE EQUIPMENT Q & A

CHEMICALS IN THE WORKPLACE THERE ARE AN ESTIMATED 575,000 EXISTING CHEMICAL PRODUCTS IN THE WORKPLACE HUNDREDS INTRODUCED EACH YEAR

CHEMICALS IN THE WORKPLACE INFORMATION CONTAINED ON MATERIAL SAFETY DATA SHEET OR ON THE PRODUCT LABEL IS THE BEST DEFENSE AGAINST HAZARDOUS CHEMICAL EXPOSURES AND POTENTIALLY SERIOUS HEALTH EFFECTS

REGULATIONS OSHA is the federal agency responsible for workplace safety. Based in Washington, D.C., OSHA writes and enforces the safety regulations. There are hundreds of OSHA regulations dealing with worker safety. Right to know is one of the those regulations. It can be found at: 29 CFR 1910.1200

REGULATIONS MIOSHA is the Michigan Occupational Safety and Health Administration based in Lansing, Michigan. The MIOSHA regulations must be as stringent or more stringent than the federal regulations. Right to know has been adopted by reference from OSHA.

REGULATIONS Right to Know is based on a simple concept –Employees have the need & right to know of the hazards and identities of the chemicals they are exposed to when working and what protective measures they can take to protect themselves from exposures.

HAZARD COMMUNICATION PROGRAM ELEMENTS HAZARD DETERMINATION WRITTEN HAZARD COMMUNICATION PROGRAM LABELS MATERIAL SAFETY DATA SHEETS EMPLOYEE INFORMATION AND TRAINING

REGULATIONS The regulations state that all employees that work with hazardous chemicals be trained on those chemicals. DEFINITION: "Hazardous chemical" means any chemical which is a physical hazard or a health hazard.

REGULATIONS ALL EMPLOYERS MUST DEVELOP A WRITTEN PLAN (LOCATED IN THE PARK LIBRARY, HUMAN RESOURCES/STAFF, AND ENVIRONMENTAL & SAFETY SERVICES)ENVIRONMENTAL & SAFETY SERVICES CONTAINS –WRITTEN HAZARD DETERMINATION –LABELING –TRAINING –INVENTORY –MSDS –NON-ROUTINE TASKS –CONTRACTORS

REGULATIONS 29 CFR 1910.1200 IS THE NUMBER ONE CITED REGULATION BY OSHA and / or MIOSHA

MATERIAL SAFETY DATA SHEETS - MSDS REQUIRED FOR ALL HAZARDOUS MATERIALS ARE LOCATED IN ENVIRONMENTAL & SAFETY SERVICES OFFICE ALL EMPLOYEES MUST KNOW WHERE THE MSDS ARE LOCATED AND HOW TO INTERPRET THEM.

MATERIAL SAFETY DATA SHEETS - MSDS MADE BY THE MANUFACTURER OF THE CHEMICAL MUST BE IN ENGLISH MUST CONTAIN, AT A MINIMUM, THE FOLLOWING INFORMATION

MATERIAL SAFETY DATA SHEETS - MSDS MANUFACTURER NAME MANUFACTURER ADDRESS AND PHONE NUMBER PRODUCT IDENTIFICATION PHYSICAL DATA FIRE & EXPLOSION INFORMATION REACTIVITY DATA LEAK AND SPILL INFORMATION EXPOSURE / HEALTH EFFECTS FIRST AID PERSONAL PROTECTION INFORMATION STORAGE

MATERIAL SAFETY DATA SHEETS - MSDS The entire MSDS should be read before using the product, however, the items listed in red on the previous slide are going to be the most important information to the end user with the greatest impact on personal health and safety.

MATERIAL SAFETY DATA SHEETS - MSDS The following slides walk you through a “typical” MSDS. It should be noted that all MSDS do not follow the same format. MSDS can be “portrait” or “landscape” and the order may be different for each one. For example, first aid may come before fire and explosion information.

SECTION 5 Health Hazard Information A. EXPOSURE/HEALTH EFFECTS Inhalation: High concentrations of dust may cause coughing and sneezing. Ingestion: Extremely large oral doses may cause gastrointestinal disturbances. Skin Contact: No adverse effects expected. Eye Contact: Contact may cause mild irritation, redness and pain. Chronic Exposure: No information found. Aggravation of Pre-existing Conditions: No information found. B. FIRST AID Inhalation: Remove to fresh air. Get medical attention for any breathing difficulty. Ingestion: Give several glasses of water to drink to dilute. If large amounts were swallowed, get medical advice. Skin Exposure: Not expected to require first aid measures. Eye Exposure: Wash thoroughly with running water. Get medical advice if irritation develops. C. TOXICITY DATA (RTECS, 1986) Oral rat LD50: 4220mg/kg. Reproductive effects cited. Irritation data: 30mg/3D-I mild. SECTION 6 Occupational Control Measures Airborne Exposure Limits: None established. Ventilation System: In general, dilution ventilation is a satisfactory health hazard control for this substance. However, if conditions of use create discomfort to the worker, a local exhaust system should be considered. Person Respirator (NIOSH approved) For conditions of use where exposure to the dust is apparent, a dust/mist respirator may be worn. For emergencies, a self-contained breathing apparatus may be necessary. Skin Protection: Wear protective gloves and clean body-covering clothing. Eye Protection: Use chemical safety goggles. Contact lenses should not be worn when working with this material. Maintain eye wash fountain and quick- drench facilities in work area. SECTION 7 Storage and Special Information Keep in tightly closed container, stored in a cool, dry, ventilated area. Protect against physical damage. BICAT For Central Michigan University safety training purposes only. Not intended for use as MSDS information How harmful is the product to various parts of the body.

PERSONAL PROTECTIVE EQUIPMENT Any personal protective equipment that you will need when working with the chemical will be found on the material safety data sheet under “Personal Protective Equipment” or “Occupational Control Measures.” Some examples might be: GLOVES SAFETY GLASSES SHIRT PANTS HAT RESPIRATOR

PERSONAL PROTECTIVE EQUIPMENT PPE can be somewhat confusing at times. There are differences in PPE. Safety Glasses are not Safety Goggles. If you are unsure of the proper PPE to wear, either contact your supervisor or Environmental and Safety Services at #7398.

PERSONAL PROTECTIVE EQUIPMENT IS NOT A ONE SIZE FITS ALL. Make sure you have the correct size and it fits properly and comfortably.
