12 Packaging philosophies 1)GAP - Insures every applicant has unmet need equal to or greater than the defined dollar or percent Defined uniquely for each packaging group 2)EQUITY - Awards fund types of grant or scholarship first during the awarding process 3)SELF-HELP - Awards fund types of loans or work first during the awarding process If defined - the packaging philosophy takes priority over standard awarding process
