Expression of Interest (EOI): complementing human capital with labour market demand Since the introduction of IRPA in 2002, CIC’s permanent economic programs have primarily focused on the selection of labour migrants with high levels of human capital –Research shows that this approach leads to greater resiliency, and better outcomes initially and over time However gaps remain –Though performing better than earlier cohorts, many immigrants take several years to catch up to the Canadian-born (many never do) –CIC data shows that skilled immigrants who come with arranged employment have better outcomes than those who come without Occupational screens through Ministerial Instructions have gone some way to combining occupational and human capital criteria (hybrid model) Expression of Interest (EOI), adopted by New Zealand in 20013 and Australia in 2012, will allow CIC to address human capital and occupational needs in a more systematic way The goal is to deliver a faster, more flexible system, that responds to Canada’s economic needs and produces better skilled immigrant outcomes 2

3 Where EOI takes us: an agile immigration system Move from the passive receipt of applications to the active recruitment, assessment and selection of skilled immigrants Prevents backlogs: matching intake to application processing capacity and levels targets Offers more choice, flexibility and precision in skilled immigrant selection: through increased employer role in selection, potential for better outcomes, improved labour market responsiveness Over the long-term, better outcomes as immigration better matches labour market needs

A new electronic 2-step system to manage economic immigration will be launched in January 2015. – This system is not a new program, but rather, a new application management system to support current economic immigration programs. Employers with valid LMOs (when required) will play an active role in the immigration process: – By providing a valid job offer, an employer will ensure their candidate is invited to apply for permanent residency and benefit from priority processing through the Expression of Interest system. – Employers will also have direct access to relevant applicant information required to make a hiring decision. This system is based on key success factors: 1.Human capital (language, work experience, education) 2.PT nominations reflecting regional labour needs 3.Having a job offer upon arrival in Canada 4 EOI: the basics Employers will have a new and direct influence in the immigration system

Candidates will complete an expression of interest form online, profiling their skills and experience. Candidates who meet entry criteria will be entered into a pool. This pool will be constantly refreshed as new candidates enter the pool and others leave. 6 Step 1: Expressing Interest Entry criteria will reflect human capital characteristics that are key to successful outcomes, including: language skills, work experience and post- secondary education requirements, for example.

CIC will rank candidates from top to bottom using a transparent human-capital based system. Human capital characteristics include language, work experience, education CIC will invite only the best candidates to apply to immigrate to Canada. CIC will automatically invite candidates with valid job offers – or a PT nomination – to apply for permanent residency. 7 Step 2: Invitation to Apply All EOI applications will benefit from 6 month or less* processing once complete and submitted. *Upon receipt of completed application

8. Where required LMO application is coordinated with posting Job Bank. EOI Pool Candidates that meet minimum criteria are entered into the EOI pool CIC and PTs CIC and PTs will have access to all candidates in the EOI pool. Promotion Candidates in the EOI pool will be prompted to promote themselves to employers Private sector job boards Employers Employers will have access to candidates through Job Bank and other job boards. Matching Employers will also be able to access candidates through PTs in jurisdictions where PTs choose to act as brokers for employers PATHWAYS TO ACCESS THE EOI POOL FOR EMPLOYERS, PTS AND CIC Recruiters Where required LMO application requires separate ESDC process

9 Job Bank/ ESDC. Private sector job boards Employers Employers will have access to candidates through Job Bank and other job boards. Matching PATHWAYS TO ACCESS THE EOI POOL FOR EMPLOYERS, PTS AND CIC Recruiters Provinces as brokers Employers will also be able to access candidates through PTs in jurisdictions where PTs choose to act as brokers for employers. P/T nomination leads to automatic invitation to apply for PR Direct access to candidates through a modernized Job Match system Sophisticated matching based on transferable skills and experience Coordinated with LMO process Assurance that foreign nationals on Job Bank have valid status in the pool as only EOI candidates will be admitted Real-time information about labour market supply and demand Flexibility and choice to promote jobs on private sector job boards Candidates will be encouraged to signal their presence in the EOI pool on private sector job boards Flexibility and choice to use current recruiting and hiring practices, including job fairs and referrals CIC and PTs CIC and PTs will have access to all candidates via a direct portal. Matching Job Bank/ESDC LMOs will be required for most valid job offers Employer Benefits to EOI: Direct role in economic immigration A valid job offer guarantees an invitation to apply for permanent residence (PR) Choice of pathways to access better candidates Modernized Job Bank coordinated with LMO process No fee for LMO supporting PR applications (process under review) Automatic invitation to apply for candidates with valid job offer or P/T nomination
