STARTER: Answer these questions in full sentences 1.Should a landowner (e.g your mum and dad if they own their own home) be free to use their land any way they want? 2. Are there any reasons or situations for not allowing this?

Council bans boy, 7, from flying pirate flag in his garden 1 March 2012 A boy of seven has been ordered to take down a pirate flag in his back garden – or his family will face prosecution. Council bosses say Anthony Steele’s skull and crossbones flag needs planning permission because, it is ruled to be “advertising”. Anthony, who has the autism disorder Asperger’s syndrome, has been flying his Jolly Roger from a fishing rod for three months but East Lindsey District Council, in Lincolnshire, warned it must now be removed within 28 days.

WHO DECIDES? Look at the piece of paper you have been given and decide who you think gets to decide that matter the householder (e.g your parents)? the local council (e.g Auckland city)? or the national government in Wellington?

HOUSEHOLDER LOCAL COUNCIL GOVERNMENT You want to put up a large sign on your front lawn You want to build an extra bathroom on to your house You want to roast coffee beans regularly and for long periods The speed limit when going past schools and houses You want to plant some new flowers You want to re - wallpaper your house You want to build a pool You want to tip chemicals into the stormwater drain You want to cut down native trees You want to repaint the outside of your house You want to have a lot of loud parties You want to build a carport next to your house You want to erect a tall fence (over 1.6m) You don’t want a telecommunications mast next to your house
