OIL SPILL DISASTER FROM SUNKEN SHIP AT PARADEEP DR. D. K. BEHERA N. R. SAHOO STATE POLLUTION CONTROL BOARD OCTOBER-2009

OUT LINE  THE SINKING OF MV BLACK ROSE  ENVIRONMENTAL IMPACT  INITIAL RESPONSE  POTENTIAL RISK

UNLUCKY MV BLACK ROSE  NAME : MV BLACK ROSE  LENGTH : 187.7m  BREADTH : 28.4m  DRAFT-FORWARD : 7.53m  AFT : 8.60m

THE INCIDENT  The ship sank on 09/09/09, 17:40hrs  5 km from Paradeep port  26 crew members rescued except the chief engineer

THE SUNKEN BLACK ROSE A CLOSER VIEW

THE SHIP CONTAINED  Iron ore : 23847 ton  Furnace oil : 924 ton  Diesel oil : 48 ton  Lubricating oil : Unknown

PROPERTY OF DIESEL  Kinematic viscosity : 2.0-5.0 cSt, at 40deg  Flash point : 66 deg Celsius (Pensky)  Density : 820-860 kg per cum, at 40 deg  PAH : 11% by mass (max)

PROPERTY OF FURNACE OIL  Kinematic viscosity : 370 cSt, at 50deg  Flash point : 66deg (Pensky)  Density : 990 kg per cum, at 15deg  Sulphur : 4.5%

PROPERTY OF LUBRICANTS  Kinematic viscosity : 105-191 cSt at 40deg  Flash point 220-230 deg

ENVIRONMENTAL IMPACT  Destroys the marine ecology  On reaching shore contaminates the soil  Damages shoreline vegetation  Affects mangrove forest  Threatens fishery and marine wildlife

SPCB’s INITIAL RESPONSE  10 th September : Got the message from ICG about sinking of ship  10 th September : Board directed PPT to take appropriate measure to prevent spill  14 th September : No spill observed  14 th September : Coordinated with PPT and ICG  22 nd September : Spilled oil observed on shore  22 nd September : MoEF, MoD, MoS and CPCB sensitised

OIL FOAMS COMING TO THE SHORE

OIL ON THE SHORE, 22-SEP

A THICK PIECE OF SLICK

OIL SLICK IN LOW LYING AREA

OIL SLICK AT 5km FROM PORT

OIL SPILL AFFECTED STRECH

FLOATING OIL IN THE SEA

SAE WATER SAMPLING

SAMPLING OF BEACH SAND

SAMPLE ANALYSIS INDICATED  Oil and grease in the sea water near the shore range between 10 to 250 mg/l  Oil and grease in the beach sand range between 30 to 60 g/kg

SPCB DIRCTED PPT TO …  To take action for plugging the leak  To evacuate oil from the sunken ship  To clean-up the contaminated shore  To contain the oil close to the sunken ship

ACTION TAKEN BY PPT  Cleaned up the shore by scrapping  Deployed booms to contain the oil spill  Engaged agency to plug the leakage points with wooden plugs till oil is evacuated  Engaged agency to evacuate stored oil on board

THE SHORE AFTER SCRAPING

BOOM READY FOR DEPLOYMENT

BOOMS AROUND THE SLICK

BOOMS AROUND THE SPILL AREA

OBSERVATION ON 6 TH OCTOBER

DEPOSITED OIL AFTER 3 WEEKS

OIL SLICK ON 6-OCT

POTENTIAL RISK  Oil slick reaching shore during land-ward wind  Sea-ward moving slick may endanger movement of olive ridley turtles  Bhitarkanika and Gahirmatha may be affected in case of larger spill  Contamination of creek water  Larger spill may occur during evacuation, if adequate precaution is not taken  Large scale fish kill

ACTION IMPLEMENTED  Pipelines were plugged by divers  The furnace oil and diesel oil extracted with steam injection  The storage tanks were cleaned with diesel oil  Collected oil sold to authorised waste oil reprocessors  Shore has been cleaned

COORDINATED EFFORT OF  Media  Env. Activists  Regulators  Paradeep Port Authorities  Indian Coast Guard  District Administration
