WisDOT Quality Management Program (QMP) What’s New ?? Mechanically Stabilized Earth (MSE) Wall Pilot Spec to be used in SE District projects, first on panel walls Requires QMP testing of backfill materials and compaction (T-99) Requires certified testers of backfill placement and compaction - Gradingtec I, Aggtec I and Nuclear Density I The supplied wall system must be from the department’s approved list of concrete panel mechanically stabilized earth wall systems.

WisDOT Quality Management Program (QMP) Dispute resolution process for non-conforming materials - Section 106.3.4.3.5 - defined as: Engineer and contractor to make every effort to avoid conflict Contractor Inspections, testing, corrective actions and process control charts are to be used to determine solution Third party testing will be used if resolution cannot be made by evaluating existing data

WisDOT Quality Management Program (QMP) Non-Performance Process, CMM Section 8-30.13 Engineer to notify contractor early to address problem If corrective action taken-no further action maybe necessary If non-performance continues – one of three actions are considered: Suspend or delay contract operations Withhold payment on material bid item affected Administer pay reductions using the following guidelines:

Additional Non-Performance Administration Action Effective - August 4, 2012 Before penalties are assessed the following occurs: Engineer will review problem with their regional materials engineer If reduction is significant or controversial, it will be reviewed by: Bureau of Project Development (Don Greuel) and Bureau of Technical Services (Steve Krebs)

Criteria to be provided for review is Items where QMP was not performed Amount of proposed deduct Total value of items with non-performance of QMP Number of missed tests Brief narrative of measures taken to ensure compliance and justification of the proposed reduction Decision on Concur/Non-concur within three working days

Source Documentation CMM Section 8-30 - QMP General: Source Documentation Is: Test Data Entered Directly Into Electronic Document or Original Handwritten Test Data Project Record Submission Records Shall Include The Original Source (Electronic Or Handwritten) Documents Even If The Original Handwritten Document Was Transferred Into An Electronic Document, The Hand Written Document Shall Be Submitted When Supplying The Original Source Document, A Scanned Copy Is Acceptable

Quality of Materials and Proper Installation is key Three part Quality Management Program (QMP) - QC Testing by Contractors QV Testing by Department Staff Independent Assurance/Oversight by Department Staff How do we make sure this system work? All Sampling and Testing is conducted by Certified Technicians

HMA Truck Box Sampling (NEW) Standard Spec 2013, ASP 6 requires increased frequency of the QV sampling and testing from 1/30,000 tons per mix design to 1/5,000 per mix design. QV observer needs to have a minimum of Hot-Mix Asphalt- Truck Box sampling, HMA-TBS to augment there certification in aggregate sampling, AGGTEC-I, AGGTEC-II and/or ATTS. In the interim, any of these technicians can update their certifications to include HMA-TBS, requesting the DVD with instructions, the self-paced study materials, and the exam. This training will be available on-line in 2013. For those individual seeking HMA-TBS certification enroll in the 2013 Aggregate Sampling certification course.
