Overview – HB 1253 and SB513 HTAC is a political subdivision of the Commonwealth to procure, finance, build, and operate critical projects in Hampton Roads  Primarily funded with HB 2313 revenue approved by the 2013 General Assembly 23 Members  Chief elected officers of the governing bodies of the 14 localities in Planning District 23  Two senators  Three delegates  Four nonvoting ex officio members – Commissioner of Highways, Director of Rail and Public Transportation, Executive Director of the Virginia Port Authority, and a member of the Commonwealth Transportation Board

Overview – HB 2313 and SB513 Decisions will be based on a two-thirds majority vote of elected officials on the commission, representing at least two-thirds of the region’s population Authorized to issue bonds and use regional revenues to support debt service HRTPO, VDOT, and DRPT shall provide administrative and technical support to HTAC HTAC will not replace the planning function of HRTPO Utilize the HRTPO prioritized projects as its program of projects
