2 www.energy.gov/EM 2 Framework for DD&D  Decontamination and Deactivation Some Technical Area (TA) 21 facilities have been adequately surveyed to allow demolition debris disposal, while building 257 requires some decontamination and equipment removal TA-54 Material disposal Areas –L and –G facilities are in use and decontamination and deactivation needs cannot currently be assessed  Demolition None of the facilities have reuse potential All of the facilities have to be removed to allow remediation of subsurface contaminants or solid waste management units DD&D is not specifically addressed in Compliance Order on Consent with the State of New Mexico, however, remediation of sites around and beneath facilities are in Consent Order Most facility demolition will fall under DOE’s radiological regulatory authority instead of the State of New Mexico’s hazardous waste regulatory authority

3 www.energy.gov/EM 3 Three Distinct Areas  Technical Area 21 Small items in-progress such as Warehouse and Sanitary Waste Water Facility Radiological Liquid Waste Facility o Basements with tanks inside o Structure collapsing (roof had to be repaired to keep rain out) DP West Slabs and contaminated soils beneath o Through slab characterization needed of soils o Soils sampling to depth outside foundation Buried waste lines between remaining facilities o ARRA project did very similar scope three years ago Timing is generally open-ended with no long-term programmatic linkages o Timing is determined on available funding and priority relative to other work o Window of opportunity is FY2016 through FY2019

5 www.energy.gov/EM 5 Three Distinct Areas  TA-54 MDA-L Five facilities with slabs and substantial structures Equipment slabs, carports, and laydown areas MDA-L area is covered by asphalt o Well and borehole heads located within the covered area are accessed through man-hole type ports Facilities and asphalt are not at consistent elevations with more than a 30-ft change over 400-ft length Timing for MDA-L demolition is flexible o Timing is determined on available funding and priority relative to other work o Wait for completion of soil-vapor extraction, yet not impact operations at MDA-G

7 www.energy.gov/EM 7 Three Distinct Areas  TA-54 MDA-G Several hard-walled facilities Dozen steel-framed and fabric-covered domes on concrete slabs o Several domes have TRU waste processing lines within them Ancillary support structures Concrete RCRA pads that are regulated units Issues o Current TRU operations utilize the facilities o RCRA Closures must be coordinated with all permittees (including NNSA)  EM contractors will remove materials from RCRA pads before closure and demolish the pads after closure  EM contractors will integrate/coordinate planning and execution of closures o Timing of demolition requires a high-degree of coordination and phasing as MDA-G TRU operations complete – no earlier than FY2022 and likely complete by FY2032
