Introduce Payback, mention cost of management system usually around 5-10% of budget that year to set up the system, talk about the need for it to pay you back. Talk briefly about studies that have found pavement management to be significant money saver and then introduce Bill so he can talk about his savings and show the slides he presented to commissioners recently.
