1 “Practical Pavement Management with Micro PAVER”
Presented By: KMS & Associates, Inc. Start by explaining this will be casual and discussion oriented… Ask how many are using pavement management strategies currently. Ask a couple of them why? Then show them why w/next slide…

3 What is Micro Paver? Developed by the Army Corps in the late 70’s
Optimizes funds allocated for M&R Utilizes the PCI methodology PCI became an ASTM standard in 1999 Most widely used system in the world. Continually funded and updated by the Corps Recommended and promoted by the American Public Works Association (APWA)

4 The Pavement Management Process
1. Inventory 4. Modeling 2. Inspection 5. Condition Analysis 3. Reporting 6. M&R Planning

9 Determine Sample Units
Inspection Process Identify Distresses Record Distresses Calculate PCI Determine Sample Units Representative House Number 2500 SF Area Asphalt Distress Manual Concrete Distress Manual Distress Type Severity Level Quantity Determine deduct values Compute PCI for each sample Average PCI' s for section condition Ask them what types of Inspections they have used in the past and how they have performed.

10 How do I know what to do, where to do it, and when to apply it?

11 "The right treatment at the wrong time is still the wrong treatment!"
Right Pavement Right Treatment Right Time "The right treatment at the wrong time is still the wrong treatment!"

12 PCI Ranges & Typical Treatments
Rejuvenating Seal Single Micro-surfacing or Surface Treatment Overlay or Double Micro-surfacing + Crack Seal Overlay or Double Micro-surfacing + Crack Seal + Leveling Mill & Asphalt overlay + SAMI 30 - 0 Full Depth Reclamation

13 How do I know how much money it
will take to keep my network at an acceptable level of service? Budget Analysis's… How do you currently develop your budgets?

14 M & R Plans "What If" Scenarios...
Run M&R plans to illustrate current and future pavement conditions at various levels of spending. "What If" Scenarios...

15 What If Scenarios What if I want to maintain my current condition?
What if I want to achieve a better overall condition? How many years will it take to get there? What if I spend more money now? What if I spend more later? What roads should I spend the money on?

16 $1 Million/Year Budget

17 $3 Million/Year Budget

18 With a Pavement Management System, you have backup for your actions!
Once I know how much money our agency needs, will the “powers that be” agree? Do you ever have problems “selling” your budget to superiors? Explain… What types of summaries do you put together to back up you budget projections? How long do those summaries take? Let’s look at some examples of summaries that you would have at your disposal with a pavement management system… With a Pavement Management System, you have backup for your actions!

22 GIS Reports How long would it take you to generate information such as this?

23 PAY BACK... “Why Spend Money Managing Roadways When I Could Spend the Money Paving Roadways?” Introduce Payback, mention cost of management system usually around 5-10% of budget that year to set up the system, talk about the need for it to pay you back. Talk briefly about studies that have found pavement management to be significant money saver and then introduce Bill so he can talk about his savings and show the slides he presented to commissioners recently.
