○ Open data enables (1) revitalization of the economy and creation of new business, (2) realization of public services through public and private collaboration (including disaster prevention and mitigation), and (3) improvement of government transparency and credibility. ○ These guidelines basically are, as items that deserve prompt efforts based on the discussions of the working-level meeting and on leading ministry and agency efforts, etc., an organization of the basic concepts concerning release of data possessed by ministries and agencies. ○ The content of the guidelines will be revised on a running basis in light of progress in the discussions of the working-level meeting and progress in relevant technology. ○ Open data enables (1) revitalization of the economy and creation of new business, (2) realization of public services through public and private collaboration (including disaster prevention and mitigation), and (3) improvement of government transparency and credibility. ○ These guidelines basically are, as items that deserve prompt efforts based on the discussions of the working-level meeting and on leading ministry and agency efforts, etc., an organization of the basic concepts concerning release of data possessed by ministries and agencies. ○ The content of the guidelines will be revised on a running basis in light of progress in the discussions of the working-level meeting and progress in relevant technology. (1) Method of development of use rules to promote secondary use ○ For data that is not copyrighted, it shall be made clear that it is outside the scope of protection of copyright. ○ For works for which the nation is the author, the view towards use of the work shall be displayed in advance, in the form of widely permitting secondary use. ○ If secondary use is restricted based on grounds other than copyright, the scope of restriction shall be minimized, and the details of and grounds for restriction shall be displayed. (2) Concept of expansion of releases in data formats that are suitable for machine reading ○ For statistical data, creation and publication of statistical tables in spreadsheet or CSV format and data provision through statistical databases shall be implemented steadily. Expansion of statistical data that utilize geographic information of statistical databases and improvement of the user- friendliness of access from machines shall be executed. ○ Effort shall be made to release newly created or released values (tables), text, and geospatial information in data formats suitable for machine reading. Special priority shall be given to efforts in priority areas (such as white papers, disaster prevention and mitigation information, geospatial information, information on the movement of people, and budget, settlement and procurement information). (3) Concept of expansion of data published through the Internet ○ Based on the principle of release by default, open data shall be made of (1) data in priority areas that is appropriate for making into open data in light of the discussions of the working-level meeting, and (2) data whose new release cost is low through the Internet and data with strong user needs (requests), with the exception of those that cannot be released and data whose secondary use is not permitted.
