The largest proportion of arrests reported in the county in 2013 was for methamphetamine, followed by marijuana, heroin and cocaine. The latest data available for the county shows that deaths related to heroin use rose from zero (2004 – 2009) to a high of three (3) deaths in 2011 and 2012, while methamphetamine fatalities dropped from five (5) in 2010 to two (2) in 2012. In 2012, treatment admissions were highest in Douglas County for marijuana, followed by methamphetamine, controlled prescription drugs, heroin and cocaine. The number of indoor marijuana plants reported seized in Douglas County declined nearly 50 percent from 2008 (696) to 2013 (363). The number of outdoor marijuana plants seized in the county grew over twofold from 2008 (9,885) to 2009 (21,874), but dropped to 3,635 plants in 2013. The number of medical marijuana cardholders in Douglas County grew over twofold between April 2006 (884) and October 2013 (2,281), exceeding per capita averages for the HIDTA region and Oregon in 2006 and 2013. Arrests for marijuana remained fairly level between 2008 and 2012, dropping 29 percent between 2012 and 2013.
