Who is eligible People who are already homeless OR who are at risk of becoming homeless Must be <50% MFI Must have no other supports that will prevent their homelessness Not a program for everyone who is about to be evicted… just those who need the help to avoid becoming homeless! (“but for this assistance”)

Philosophy & Practice Effective & Cost Effective to stabilize families in housing Housing First Housing-specific case management Congress intended it for “new” homeless people, due to economic downturn Not intended for chronically homeless

Landlords want to know: Not for all your non-paying tenants – just those who will become homeless when you evict them Rent Reasonableness Leases Housing Assistance Payment agreements Written statement of back-rent owed Housing condition must be “ok” Re-checking for tenant’s HPRP eligibility every 3 months
