WHAT WAS IT? Proposed to the British government in 1839 A proposal to the British government about the unification of Canada A proposal to institute a Responsible Government in order to regulate the friction that had existed between the government and elected officials prior to 1837 A proposal to the British government about the assimilation of the French Led to increased French migration from Canada to the United States

WHY WAS IT PROPOSED? Lord Durham was sent to investigate the Canadian rebellions He expected to find conflict within the governments of Upper and Lower Canada Instead discovered that it was a conflict of race English and French English believed the French to be inferior French were to be assimilated to English culture

IMPLICATIONS Idea of the union of all the British North American colonies was dropped because Nova Scotia and New Brunswick did not agree to it Upper and Lower Canada had merged into one by 1840 The right to vote was monitored English families were wealthier Laws made it difficult for poor families to vote By 1841, Canada had achieved “equal” representation in Parliament Upper Canada held only 40% of the population Lower Canada help 60% of the population This, along with the voting laws, ensured an English majority in Parliament
