SilvaCarbon Program Capacity building for implementing Monitoring, Reporting and Verification systems for REDD+ Sylvia Wilson U.S. Geological Survey SilvaCarbon Program snwilson@usgs.gov

SilvaCarbon Program – US Contribution to GFOI Capacity building component of GFOI USG Program that utilize the expertise of each USG agencies, and collaborate with Academia, NGOs and Industry. Currently active in 3 regions, starting in 2011, and plan to be operative until 2016 Areas of work: Remote sensing, forest inventory implementation and analysis, and greenhouse gas inventory

Lack of Institutionality Lack of access to data and sources of information Monitoring of land use change is required Depending on field sampling Depending on satellite imaging Analysis of both datasets together Quality control of the information Information security High cost on capacity building and technology Monitoreo: Los Retos Forest Monitoring: The Challenges

SilvaCarbon Program – US Contribution to GFOI - Country programs: - Philippines - Vietnam - Bangladesh - Zambia - Regional programs: - South/Southeast Asia - Central Africa - Andean Amazon - Central America - Country based activities: - Nepal - Cambodia - Colombia - Peru - Ecuador

SilvaCarbon Program – US Contribution to GFOI Regional GFOI Workshops 13 in Latin-America https://sites.google.com/site/talleresgeofct/ 3 in SE Asia https://sites.google.com/site/gfoiseasiacapacit ybuilding/ 1 in Central Africa https://sites.google.com/site/gfoiafricacapacit ybuilding/home/first-gfoi-forest-monitoring- workshop Objectives Showcase operational methodologies for different aspects of forest monitoring Provide and space for discuss new cutting edge research methodologies Provide an space for testing and demonstration of field methods using new technologies

Example of GFOI Regional Workshop 11 Th GFOI Capacity Building Workshop – Accuracy Assessment of Activity Data (Bogota – Colombia, Sep 2014) www.gfoi.org Objectives: Review of the stratified estimation of accuracy and area Review of the fundamental principles of design and analysis for map accuracy assessment Discussion of accuracy estimation using NFI (National Forest Inventory) and maps Review of past and current efforts and guidance for future efforts Outcomes: Review of validation methodology used by each country Countries found their efforts closer to write protocols Open discussions among countries and Academia. Universities worked with each of theses countries in a validation protocol Coordination of efforts among FAO, SilvaCarbon, UMD, Boston University and Syracuse University

Example of GFOI Regional Workshop 12 Th GFOI Capacity Building Workshop – Early Warning Systems for Deforestation and Degradation, January ) Objectives: Showcase the methodologies of existing early warning systems to the Americas SilvaCarbon countries: Ecuador, Colombia, Peru and Mexico. One half day of this workshop will focus solely on fire early warning systems and their important in detecting degradation. Outcomes: Revision of methodologies Open discussions among countries and Academia. Coordination of efforts among FAO, SilvaCarbon, UMD, Boston University, US Forest Service and CI.

SE Asia GFOI workshops: Title: Fourth GFOI Asia Technical Workshop – Cost-effective biomass mapping and carbon estimation – July 2015 (Thailand) Title: Fifth GFOI Asia Technical Workshop - Accuracy assessment and improving the data quality from the forestry sector – November 2015 (Philippines) Other Workshops Title: Community Forestry Monitoring – Costs/Benefits and Upscaling – July 2015 (Nepal) Title: Regional knowledge exchange on Advancing Forest Degradation Monitoring – September 2015 (Laos) Title: Regional knowledge exchange: Allometric equations – August 2015 (Thailand) www.gfoi.org Regional Upcoming activities

Latin America GFOI workshops: GFOI Technical Workshop – Reference levels – April 2015 (Colombia) GFOI Technical Workshop – Field exercise with terrestrial LiDAR – July 2015 (Ecuador) Central America GFOI workshops: GFOI Technical Workshop – Accuracy Assessment of Activity Data – August 2015 (Honduras) GFOI Technical Workshop – Community Based Monitoring – October 2015 (El Salvador) Central Africa GFOI workshops: GFOI Technical Workshop - Time series methodologies for mapping forest cover change – June 2015 (DRC) www.gfoi.org Activities in the Americas

Example of GFOI Regional Activity Working with Universities for capacity building Agencies involved: USGS, USFS, and EPA Countries: Colombia, Ecuador and Peru Forest change maps Six IPCC land cover classes map Accuracy assessment and validation of maps

www.gfoi.org SilvaCarbon capacity building implemented by partners SilvaCarbon partner - Boston University ongoing contributions In-country assistance, statistical inference Colombia; design, implementation and analysis Ecuador, making use of existing sample for analysis Peru, assisting effort to evaluate two national maps Mexico, Colombia, others making use of published material Per user request, upcoming workshop in Colombia SilvaCarbon parnter – Boston University future contributions Research project, Colombia Funding in place for PhD-student (former IDEAM employee) Prototype MRV, IPCC Approach 3, time-series analysis

GFOI Capacity building summit – Armenia, Colombia GFOI Capacity Building First Summit Meeting Objectives: Exchange of MRV development experiences between GFOI countries. Evaluate the impact of the GFOI Capacity building component Coordination with donors Outcomes: Coordination with donors on the implementation of the work plan and vision of the GFOI Capacity Building component. The participant countries provided a critical analysis of the different capacity building programs “Best practices for capacity building” to share among GFOI capacity building partners Minutes and more information: http://www.gfoicapacitybuilding.org/ http://www.gfoicapacitybuilding.org/

www.gfoi.org SilvaCarbon capacity building implemented by partners What we do: Respond to training request Align training with the MGD as possible and use of the MGD through partners in the Academia Coordination with FAO Coordination with other REDD+ capacity building programs Coordination with SDCG HOW CAN WE IMPROVE COORDINATION WITH OTHER GFOI COMPONENTS?
