2 Presenter’s Name/Title April 29, 2014 EMI EMPP 2 FEMA’s Emergency Management Institute (EMI) is charged with strengthening the field of emergency management by establishing an Emergency Management Professional Program (EMPP). The EMPP provides a structured and progressive framework for acquiring the knowledge, skills, and abilities to enter and progress through the field and to meet the challenges of a dynamic and complex environment. The entire EMPP curriculum is designed to be a lifetime of learning for a career in emergency management. The EMPP includes three training and education programs: National Emergency Management Academy National Emergency Management Leaders Academy National Emergency Management Executive Academy

3 Presenter’s Name/Title April 29, 2014 EMI National Emergency Management Academy Mission  To serve as the entry-point for individuals nationwide pursuing a career in emergency management and offer a foundational education.  Provide an opportunity for students to gain a common understanding of the roles, responsibilities, and legal boundaries for emergency management; build an emergency management community of practice; and establish professional contacts. 3

E0102 E0102 Science of Disaster Overview of scientific principles and concepts that shape our increasingly dangerous world. E0103 E0103 Planning: Emergency Operations Basic concepts and planning steps to those new to the field of Emergency Management so that they may apply planning discipline and skills to challenges in their jobs. E0104 E0104 Exercise Design Fundamentals of exercise simulation and design as an integrated system of resources and capabilities. E0105 E0105 Public Information and Writing Introduces what the Public Information Officer (PIO) does in Emergency Management along with basic information about the Integrated Public Alert and Warning System. 4

A letter from the applicant requesting admission to the program and specifying the applicant’s qualifications and perceived expectations of the program. 2. A General Admission Application Form or FEMA Form 119-25-1 (attached). Item 9.a. on the form should state “EMI National EM Leaders Academy”. 3. The Leaders Academy questionnaire. 4. A letter of recommendation from the applicant’s immediate supervisor indicating the organization’s commitment to allow the applicant to complete the entire program. 5. The applicant’s signed commitment statement indicating their commitment to complete the entire program to include the four resident courses at EMI, the Leaders Academy Action Project, and pre-course requirements. 11  EMI Administrative Process  Application Routing  Stipends  Selection Process and Criteria  Time Line  Deadline for 2015 applications is 9/15/2014  Selections completed by 10/1/2014

12 Presenter’s Name/Title April 29, 2014 EMI Executive Academy Mission  Instill a deeper understanding of contemporary and emerging issues.  Provide a safe and open collaborative environment for senior executives to debate public policy, analyze research to practice, and discuss social and organizational implications.  Present theories, tools, and resources that enable decision-makers to think and act more strategically, apply critical thinking processes, and practice Meta-Leadership principles.  Provide the opportunity to work collaboratively on projects, share smart practices, and participate in exercises on cascading and catastrophic events. 12
