2 1. For your own organization / stakeholder group, what are the key challenges and opportunities in accessing and delivering finance to respond to climate change at the local level?

3 Challenges 1 When the central government and local government are controlled by different political parties, accessing resources is a challenge. Creating interest in local government leadership to prioritize climate finance and create awareness Convincing local governments to mobilize resources for climate change Fiduciary Risk; accountability and transparency Human Resources and Institutional Capacity at the local level (Supply and Demand) Gender Equality and Social Inclusion

4 Opportunities 1 When local government is elected, more accountable to people List of financing opportunities – resource mobilization through local taxes, fees, revenues and innovative incentives such as endowment funds, specialized services; Public Private Partnerships for local level activities; corporate funding; donor funds; incentives and performance based grants, and, block grants from national government (ensue there is constitutional provision) To address the needs of the community, participation and empowerment Tap in to local knowledge of climate change experiences

What challenges and opportunities do you see in working with other stakeholders / partners to strengthen the overall access and delivery of finance to respond to climate change at the local level? Stakeholders: Citizens, Local communities, CSOs, NGOs (national and international), professional associations, local government organziations, central government, mass media, academia, political parties, financial institutions, development partners

6 Challenges.2 Lack of coordination (leadership, membership and ownership) between different tiers of government Lack of consultation by national government Different rules and requirements by different donor agencies Lack of data at the local level on climate activities and linkages with national level GDP Public Finance Management and intricacies of integration of climate change

7 Opportunities.2 Globalize problem and localized solution Cross learning and collaborative networking Improved capacity of local stakeholders Interface between local communities, academia, political leaders and development practitioners Enrichment of curricula from elementary school to university regarding climate change Keeping people united through ownership
