2 Overview Department of Labor’s mandated minimum thresholds apply for service level, unsubsidized employment and MIN goals Our goal is to maintain a stable network while improving performance Our success will require a concerted effort on the part of everyone within our network We need to be in strong position for next competition in 2016

3 Overview Target 2016 Established multi-year strategy to improve goals: PY2012 – Capacity Building PY2013 – Continuous Improvement PY2014 - “Raising the Bar” PY2015 - Sustaining Solid Performance

4 What is the CIP? A Continuous Improvement Plan (CIP) will be required of subgrantees who do not achieve minimum thresholds Involves documenting specific actions to improve performance Minimum thresholds to be achieved for PY13 and the following 2 program years: o Unsubsidized Employment o Service Level o Most-In-Need (MIN)

5 Continuous Improvement Plan - Who? Subgrantees: Minimum threshold goal to be achieved for all 3 categories: PY2012 by June 30, 2013 – 80% of goals PY2013 by June 30, 2014 – 85% of goals PY2014 by June 30, 2015 – 90% of goals

6 The Process PY2012 Standard Minimum Process July 1, 2012 – June 30, 2013 If a subgrantee does not meet at least 80% in PY12 of its unsubsidized employment, service level or MIN, a formal time based improvement plan is to be developed for PY13 (CIP)

7 The Process PY2013 Standard Minimum Process July 1, 2013 – June 30, 2014 If subgrantee does not meet at least 85% of its unsubsidized employment, service level or MIN in PY13, will have to develop a CIP for PY14

8 The Process PY2014 Standard Minimum Process July 1, 2014 – June 30, 2015 If subgrantee does not meet at least 90% of its unsubsidized employment, service level or MIN in PY14, will have to develop a CIP for PY15

9 Key Points All who do not meet threshold goals each year will be required to prepare a CIP Technical assistance provided by SSAI for CIP and PPP Based on results, there may be circumstances that require a more urgent turnaround of performance by a subgrantee

10 Key Points Considerations may be made with regard to any major or unanticipated programmatic disruptions If subgrantee’s performance does not indicate steady progress, SSAI will solicit proposals from local organizations Subgrantee will be allowed to compete

11 Multi-Year CIP Requirement PY12 - If 80% threshold not met: Year 1 CIP required for PY13 PY13 – If 85% threshold not met: Year 2 CIP required for PY14 PY14 - If 90% threshold not met: Bidding process would begin towards the 3 rd and 4 th quarter going into PY15

12 CIP Components and Next Steps Analyze PY 2012 performance goals and reasons for underachievement Identify and document key strategies on CIP for achieving PY2013 performance goals Provide specific goals for PY13 and detail action steps for a minimum of two quarters

13 CIP Next Steps SSAI review and approve your PPP and CIP CIP and PPP should complement each other Consult SSAI Field Support Team for assistance with your CIP The Field Support Team will begin reaching out shortly after June 20 to review the CIP process in more detail

14 CIP Next Steps The SSAI Front End Support Team will be working with you on your PY13 Project Performance Plans (PPP) It is important to maintain a balance with your performance - enrollment, unsubsidized placement and most-in-need (MIN)

16 Tips for a Good CIP Action steps should be specific, measurable, achievable, realistic, time framed (SMART) o What will occur (specific) o How much, or to what extent, these actions will occur (measurable) o When these actions will take place (time-frame) o Are the action steps and outcomes realistic and achievable within the timeframe

17 Tips for a Good CIP Action steps answer the question what is to be done to achieve goal Action steps should address any previous barriers to achieving goals in PY12 Create system to track and monitor progress
