* It is neccesary a change of mind in local authorites in order to fix the problems by sustainable criteria. * Not only the bigs tubes resolve the whole problem, it is needed to get an integral approach. (Not only engineers) * Participation of citizens is clue because through their commitment it is possible to achieve the aims in less time and wide way.
