2 Undergraduate Programs That Can be Measured in Credit Hours for Title IV Program Purposes

3 Undergraduate credit-hour programs If a school wants to measure an undergraduate program in credit hours, it must require students to complete at least a specified minimum number of clock hours per credit hour awarded unless:  Program is at least 2 academic years in length and provides a degree recognized by ED, or  Each course in program is acceptable for full credit toward a degree offered by school, and degree program requires at least 2 academic years of study o Students are enrolling in and completing degree program

4 Undergraduate Programs That Must be Measured in Clock Hours for Title IV Program Purposes

5 Programs that must be measured in clock hours A program is a clock-hour program for Title IV purposes if:  Program must measure student progress in clock hours to receive state or federal approval, or  Completion of clock hours is required for graduates to apply for approval to practice applicable occupation If above approval(s) apply only to “limited component” of program involving practicum, internship, or clinical experience component that must include a minimum number of clock hours, rule does not apply if no other clock-hour approval requirements exist

6 Programs that must be measured in clock hours What happens if school now offers credit-hour program that ED will consider to be clock-hour program as of July 1, 2011?  School may permit current students to complete program as credit-hour program, if complies with current regulatory requirements and if students remain continuously enrolled in program  If new students enroll or current students break enrollment and re-enroll, Title IV aid for those students must be administered under clock-hour program rules (see Federal Register, p. 66857)
