A Match made in Heaven? Connecting you with a builder

Overview Overview of Project Delivery Types – Design-Bid-Build (Hard Bid) – Design-Build – Construction Management – Public Private Partnerships (P3) – Variations on the themes Pros, Cons, and Stories

Overview What is a project delivery method? A contractual framework involving: Owner Design team Builder

Overview Why is determining a project delivery method important? Each method provides different tools that are appropriate for different circumstances Choosing the wrong delivery method may hinder your ability to get what you want Different methods have different up-front requirements to consider

Design-Bid-Build (Hard Bid) Budget Approval Architect Appointed Briefing and Design Stages Contract Documents Tendering/ Contract Award to General Contractor Construction Architect Owner General Contractor Sub Contractors Schedule Relationships

Design-Build Budget Approval Design Outline – Bridging Document Call for design build proposals Contract documents Tendering/Contract Construction Design Outline Consultant Appoint Design Build Team Architect Owner General Contractor Sub Contractors Schedule Relationships Protective Services Centre, Cochrane AB (DB)

Construction Management Budget Approval Choosing the Project team Architect Design stage Contract documents Tendering to trade contractors Construction Construction Manager Architect Owner Construction Manager Trade Contractors Schedule Relationships

Public Private Partnerships (P3’s) Schedule Budget Approval Design Outline – Bridging Document Call for P3 proposals Contract documents Tendering/Contract Construction Design Outline Consultant Appoint Proponent Relationships Owner Financer Architect/ Design Team General Contractor Operation Maintenance P3 Consortium

Pros Documents are complete before tendering Cons Potentially longer schedule Missed cost savings potential Adversarial relationships Delayed construction start Making changes is more difficult No cost certainty until bids are received Sub/Supplier information not available to owner No owner input into trades selected Design-Bid-Build (Hard Bid)

Design-Build Cons Challenging with complex or unique buildings Costly proposal process can discourage competition Emphasizes cost over design Designer/Client relationship weaker Pros Total cost commitment (Unless client adds scope). Early cost certainty Construction start before drawings finalized. Design and construction time reduced Design and construction schedule control Great for simple, standard buildings Unified administrative entity

Construction Management Pros Teamwork Effective communication Flexibility during Design and Construction Effective use of team expertise Drawings don’t need to be complete before construction Shortened schedule Subcontract prices disclosed to team. Owner involved in design Sensitive to market conditions Effective risk management Southwest Community Recreation Centre, Edmonton AB (CM)

Construction Management Cons The right team is critical Trust in teambuilding/selection vital Need high commitment from owner/user groups True CM no cost certainty until late in the project More paper work as trades may be directly contracted by owner If CM comes in late then there is no value added

Pros For owners with no cash this process allows a project to commence and get built in the short term Maintenance and operation of the building is not required for 25-30 years after Team based approach during the RFP stage Some innovation is required to get costs down Lots of input from end user in some P3 models Public Private Partnerships (P3’s)

Cons Costly proposal process can discourage competition Some models come down to low price Some models have limited relationships between client and project team
