CRISP Construction and City Related Sustainability Indicators * * * Setting Evaluation and Performance Criteria in the Built Environment Co-ordinator: BOURDEAU Luc Centre Scientifique et Technique du Bâtiment EESD / KA4: CITY OF TOMORROW and CULTURAL HERITAGE 4.3: Development and demonstration of technologies for safe, economic, clean, effective and sustainable preservation, recovery, renovation, construction, dismantling and demolition of the built environment, in particular for large groups of buildings

What is “Sustainable Construction” ? –Tampa Conference on Sustainable Construction –CIB “Report 225” and “Agenda 21 for Sustainable Construction” –EC TRA-EFCT: 1st Round Table –... A global socio-economic-environmental approach...but with various national/regional/local visions “A next step should be to reach a more consensus vision through a global common model and to set up indicators and policies to translate this vision into reality" BACKGROUND (1)

Tools to help actors to reach better sustainability in their production activities –LCA methods –Codes of Practice –Building Environmental Performance Assessment Methods BACKGROUND (2) introduce various ways of measuring the various aspects and criteria of sustainable development in the construction field ---> Strong need of harmonizing

INDICATOR ? Definition –A synthetic variable, giving indications, describing or measuring the state of a phenomenon or a situation. Indicators reflect cause-to-effect relationship between an action and its consequences. –A conceptual tool, expressed in clear and precise terms, that measures progress towards an objective ; they provide a measurement unit through which modelling and monitoring can be conducted. A variable which helps to measure a given aspect / criteria of sustainable construction

INDICATOR ? Requirements  relevance: clear link to a goal and an objective of sustainability  objectivity: based on reliable information  accessibility: appropriate data exist and are accessible  readability: understandable for a project team and community  measurability  sensibility ...

INDICATOR ?

GENERAL OBJECTIVE OF THE NETWORK Co-ordinate research works dealing with:  defining/validating/implementing construction and city related sustainability indicators to measure and compare the sustainability of:  cities and urban areas (as far as construction is concerned)  construction projects in cities  large groups of buildings (urban/suburban)  individual buildings  materials, products and components  construction activities (city/region/country)  … Duration: 1/06/00 to 1/06/03

INTEREST AND QUESTIONS OF END-USERS How to determine if a building product is more or less sustainable than another product or reference ? How to measure and follow the trends of a neibourhood in terms of sustainable development criteria, so as to be able to react properly ? What are the relevant indicators that enable a company to assess its organisation and actions in terms of sustainability performance ? Which indicators can I use for benchmarking buildings or cities ? Which indicators to help decisions to choose between demolition or renovation ? Which indicators to monitor a Land Use Plan ?

MEASURABLE OBJECTIVES 1. Stimulate and Co-ordinate development of indicators 2. Harmonise a format for describing indicators within the CRISP scope 3. Gather and Organise indicators within a database (with information on validation, testing, criteria of use, …) ==> comparison of indicators and performance targets 4. Disseminate research results

An Example from the State of the Art (GBC 2000) --> Stimulate and Coordinate

crisp.cstb.fr --> Disseminate
