Why Regional?  The IRWM -“Plan” – Past & Present  What are “Functional Areas?”  In which Sub-region is my Project?  Plan v. Grant Application  Butterflies only - No Cocooning! 2

3 IRWM - Get with the Program! “A proposition we couldn’t refuse”  To encourage regional cooperation in water resources planning and flood protection/stormwater management  November 2002 - Voters passed Proposition 50  Bay Area Region formed via LOMU as a result  $12.5 million Prop 50 grant awarded to Bay Area in 2007  November 2006 – Voters passed Proposition 84 and 1E (CURRENT GRANTS)  Both Planning and Implementation grant rounds available  Planning grant funds were awarded for the current effort 3

4 IRWM - Get with the Program! Dept of Water Resources Role  Acts as an information resource for Legislators (Our intermediary)  Approves “Regions”  Administers the grant programs funded through the Propositions  Drafts guidelines & holds workshops  Accepts grant applications  Scores potential grant projects & awards funds  DWR administers payment and monitors grant reporting from funded projects 4

5 IRWM - Get with the Program! Why Integrate? Why Regional?  Moths v. Butterflies – The case for the Clothes Washer Rebate  PG&E (moth) focus on energy savings  Water Agencies (butterfly) focus on water savings  Clothes Washer Rebate program integrates efficiencies in both utilities on a region-wide scale 5

6 IRWM - Get with the Program! Why Integrate? Why Regional?  What is Integrated?  Multi-group collaboration covering various aspects of water resources that cross boundaries, explore differing perspectives and seek mutually beneficial solutions  Why? – Well integrated plans allow grant funds to be maximized by addressing needs through multi- benefit projects  What is Regional?  Projects that address the water management challenges of two or more sub-regions  Why? – Regional projects address holistic issues faced by multiple groups or across the region 6

8 The IRWM “Plan” – Past & Present  PAST  Plan created using planning grant awarded in 2005 from Prop 50  Includes: Goals and objectives, Strategies, Priorities, Projects  Adopted by all participating agencies in 2006  PRESENT  Update funded through planning grant award from Prop 84 8

9 What are “Functional Areas?” 9 Water Supply and Water Quality Wastewater/ Recycled Water Flood Protection and Stormwater Management Watershed Management, Protection, and Restoration

11 Plan v. Grant Application Is Your Project A Butterfly?  Plan Regional Goals (2006) contribute to:  Promotion of economic, social, and environmental sustainability  Improved water supply reliability  Protection and improvement of hydrologic function  Protection and improvement of the quality of water resources  Protection of public health and safety and of property  Creation, protection, enhancement, and maintenance of environmental resources and habitats 11

12 Plan v. Grant Application Your project is in the Plan – Now What? Even larval projects can get in the plan, but they might not compete well for grant funding!!!  Read the Grant Guidelines and attend a DWR workshop  Participate in local meetings  No Cocooning! Explore integration or regionalization with other projects 12
