Planning and Community Development Option 1 6 Thresholds apply to: Any new application submitted, after the City Council approves the thresholds Analysis: Would apply to the least number of projects

Planning and Community Development Option 2 7 Thresholds apply to: Any new applications deemed complete, after the City Council approves the thresholds Analysis: Would apply to more projects If traffic study has not been started, why not use the new thresholds?

Planning and Community Development Option 3 8 Thresholds apply to: Any new project which releases a NOP, after the City Council approves the thresholds Analysis: Would apply to the most projects For projects without a NOP there is no parallel

Planning and Community Development Option 5 – Staff Recommendation 10 Thresholds apply to: Any new projects which have Not signed a MOU to prepare a traffic study AND Not been deemed complete Analysis: If traffic study hasn’t been started, why not apply new thresholds?

Planning and Community Development Committee and Commission Review Planning Commission & Transportation Advisory Commission: Unanimously approved staff’s recommendation Municipal Services Committee: Recommended that a project applicant can voluntarily make use of the new thresholds if… The application is deemed complete & the traffic MOU has been signed But an EIR has not yet been circulated. 11
