SCI Policy Updates ICD 705: Sensitive Compartmented Information Facilities, DNI signed 26 May 2010 Established compliance for ALL Intelligence Community (IC) SCIFs to ensure uniformity of physical and technical security requirements Applicable to ALL facilities accredited by IC elements where SCI is processed, stored, used or discussed Rescinds DCID 6/9 and all annexes in conjunction with the approval and release of ICS 705-1/705-2 Requires the Deputy Director of National Intelligence for Policy, Plans, and Requirements to issue NLT 25 Aug 2010, Intelligence Community Standards (ICS) which will implement the Intelligence Community Directive 705 Identifies IC element head as the accreditation and waiver authority for IC SCIFs DIA will maintain accreditation authority for Army’s SCIFs with the exception of INSCOM facilities Requires all SCIFs to be constructed, operated and maintained for reciprocal use by IC elements – (Promoting One Standard)

SCI Policy Updates ICS 705-1: Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (DRAFT as of 1 Jul 2010) Provides the physical and technical security standards for existing and new construction, and renovation of SCIFs First Implementing standard for ICD 705 Enables uniformity and reciprocal protection of SCI Assures reciprocity of accreditation Provides a facility where information sharing shall occur without additional SCIF modification Requires organizations to fully implement the ICS180 days from date of publication SCIFs under construction or renovation that have reached or exceeded the 30% design review on date of implementation SHALL BE EXEMPT from new standards and continue using DCID 6/9 standards SCIFs constructed, renovated, and accredited, without waiver, prior to the date of ICS publication MEET THE INTENT OF THE STANDARDS AND DO NOT REQUIRE additional modification and shall be reciprocally accepted SCIFs that have been controlled at the SECRET level and de-accredited for less than 1 year MAY BE REACCREDITED WITHOUT additional construction

SCI Policy Updates ICS 705-2: Standards for Accreditation, Reciprocity, and Waivers for Sensitive Compartmented Information Facilities (DRAFT as of 1 Jul) Provides the criteria that shall apply to the accreditation, reciprocity and granting of waivers for SCIFS Identifies accreditation – involves a life cycle process of continuous monitoring to ensure SCIF is maintained in an accredited state Requires a SCIF inspection prior to initial accreditation by accrediting official or designee to validate compliance Requires the accrediting official to establish a periodic self-assessment process (5 year cycle) to review SCIF operations based on sensitivity of programs Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (DRAFT as of 7 Jul) Sets the physical and technical security specifications and best practices for meeting standards of ICS 705-1 Implementing guidance for ICD 705, ICS 705-1, ICS and supersedes DCID 6/9
