9 What – Where – When   Identify the Hazard   Identify the Site   Time   Example: Preliminary assessments of damage resulting from Hurricane Terry are in progress throughout Long Island Nassau Co. as the storm passes and begins to weaken. Apparent casualties include persons trapped in congested traffic areas, and many are estimated to be lost from structure collapses as the storm made landfall. Destructive forces of the sustained high winds severely damaged the Nassau Co. areas. Many are reported as missing or were identified as individuals that were carried away by storm surge. Reports from area hospitals indicate many who were unable to evacuate and sheltered in-place were injured by flying debris or glass shards from broken windows. Scenario
