Reauthorizes HUD’s McKinney-Vento Programs Six sets of Regulations were developed: Definition of Homeless Continuum of Care Program Emergency Solutions Grants Program Conforming Amendments to the Consolidated Plan Homeless Management Information Systems Rural Housing Stability Assistance Program 3 3

4 Federal Strategic Plan
Four goals as established in Opening Doors: Federal Strategic Plan to Prevent and End Homelessness: Finish the job of ending chronic homelessness by 2015. Prevent and end homelessness among Veterans by Prevent and end homelessness among families, youth, and children by 2020. Set a path to ending all types of homelessness.

5 HUD Data Collection Continuums of Care (CoCs) must use a locally-administered Homeless Management Information System (HMIS) to collection client-level data. CoCs provide aggregate data to HUD via: Annual Performance Reports (APR) (program level) Annual Homeless Assessment Report (AHAR) (community level)

6 HUD Data Collection Data collected include: Disability status
Chronic health conditions Where did you spend the night before (literally homeless?) HEARTH requires coordinated assessment

7 HUD Data Collection APR Program level report
Data on clients served and exited Documents changes in status during participation in program Submitted once a year via e-snaps

8 HUD Data Collection AHAR CoC-wide report
Includes data from Point in Time count and HMIS data Documents number of individuals and families served in shelters and counted during PIT as “literally homeless” Submitted quarterly via Homeless Data Exchange (HDX)

Only CoCs can access their data on HDX CoCs can run reports based on their PIT and HMIS data Submitted quarterly via the HDX
