OneCPD Overview OneCPD is a cross program, place-based approach to providing technical assistance and capacity building to CPD grantees and stakeholders and replaces the traditional “program-specific” approach to TA delivery. OneCPD focuses on skills, planning, and innovation to build grantee capacity and help grantees comply with regulatory requirements. Work tasked under Demand-Response model. 5

OneCPD Overview What is Technical Assistance? Guidance which enables HUD’s customers (grantees, subrecipients, CHDOs or other non-profit organizations, project sponsors, CoCs, etc.) and staff to overcome a lack of specific skills or knowledge of the associated HUS programs and, by doing so, results in the successful performance and compliance of those programs. 6

OneCPD Overview What is Capacity Building? Assistance which increases the ability of grantees and their partners to organize and independently undertake or expand affordable housing, community development, and economic development programs with funding provided under on or more HUD programs and other public or private funding going forward. 7

OneCPD Overview What does Demand-Response mean? CPD identifies and prioritizes TA and capacity building needs and tasks OneCPD TA awardees to conduct the work. Grantees, OneCPD TA awardees or other customers notify CPD of TA and capacity building needs for consideration by CPD. Applicants responding to OneCPD NOFA do not propose geographic areas to be served or specific tasks to be undertaken. 8

OneCPD NOFA Application Process Dun and Bradstreet Data Universal Numbering System (DUNS) Number is required. For information on obtaining a DUNS number, visit http://www.hud.gov.grants.index.cfmhttp://www.hud.gov.grants.index.cfm Current registration in the Central Contractor Registry (CCR) is required. CCR is now part of the System for Award Management (SAM), available at https://www.sam.gov.portal/public/SAM/.https://www.sam.gov.portal/public/SAM/ Single application is required. If multiple applications are submitted, only the last application will be reviewed by HUD. 10

OneCPD NOFA Application Process Eligible OneCPD applicants are: A State or unit of general government; A public housing authority; A public or private nonprofit organization or intermediary, including educational institutions and area-wide planning organizations; Indian tribes; or For-profit organizations. 11

Summary of Changes to FY13 NOFA 1.No applications for Core Curricula. 2.Elimination of Cross Program and Targeted designations. 3.Elimination of previously required forms: HUD-40044, HUD-40045, and HUD-40050. 4.Increased page limit. 5.Inclusion of references for new applicants. 6.Rating Factor changes (see slides 14-16). 13

Summary of Changes to NOFA 1.Rating Factor 1a: applicants describe two recent engagements conducting technical assistance and capacity building activities. Description of tasks and method used to determine necessity of those tasks. Synopsis of how TA was delivered (including # of hours, # of trips and cost). Name, organization, and role of up to 5 key personnel conducting the TA. Explanation on the applicant’s compliance with award provisions. Point of contact (name, phone number, and email address) for entity served by the TA engagement. Applicant’s accomplishments for each engagement. 14

Summary of Changes to NOFA 2.Rating Factor 2b: applicants must identify two activities that will increase the skills or expertise of grantees, subrecipients and other stakeholders to effectively, efficiently, and appropriately use grants funds and select an outcome for each activity. 3.Rating Factor 2c: applicant’s ability to develop a direct technical assistance and capacity building work plan will be evaluated based on response to one of the scenarios provided. 15

Summary of Changes to NOFA Rating Factor 3a: For each of the four broad eligible activities identified in the NOFA, applicants should describe the general methods and measures to be used to evaluate the effectiveness of its TA or capacity building activities. Rating Factor 3b: Identify two quantifiable outcomes or outputs and how those would be measured for each task proposed in Factor 2c. NOTE:An outcome is defined as the results achieved or benefits derived from the technical assistance or capacity building which supports the objectives of HUD or CPD programs. 16

Dos and Don’ts in Application Process 1.DO carefully read HUD’s Fiscal Year (FY) 2013 Notice of Funding Availability (NOFA) Policy Requirements and General Section for Discretionary Programs (published on grants.gov on August 8, 2012) and follow all instructions. 2.DO carefully read the FY2013 OneCPD TA NOFA and follow all instructions. 3.DON’T submit multiple applications for OneCPD program. 17

Dos and Don’ts in Application Process 4.DO follow page limitation (single-sided) for narratives addressing Factors 1-3 (HUD will not review beyond the page limit). 5.DO use a standard 12-point font with at least.5” margin. 6.DO use the Application Checklist provided in the NOFA as a guide to help ensure that application contains all the required elements. 7.DON’T submit unrequested/unrequired materials. HUD will not review any materials not required. 18

Dos and Don’ts in Application Process 8.DO register or update a current registration in the Central Contractor Registration (CCR) now part of the System for Award Management (SAM), found at https://www.sam.gov.portal/public/SAM/.https://www.sam.gov.portal/public/SAM/ 9.DO ensure that completed applications are received by Grants.gov no later that 11:59:59 p.m. eastern time on the deadline date. NOTE: HUD does not receive applications failing the Grants.gov validation process. HUD encourages application submission at least 48 hours before the deadline. 19
