1 H OUSING S TABILIZATION R EPORTS F OR DHCD, HUD, AND E MERGENCY S OLUTIONS G RANT VAdata: Virginia’s Sexual and Domestic Violence Data Collection System

2 In January 2015, new data elements were added to the Advocacy form so that local Sexual and Domestic Violence Agencies (SDVAs) have the capacity to collect data for their DHCD, HUD (federal grant), and Emergency Solutions grant programs. (

3 Advocates will continue to complete forms as they always have for the purposes of statewide data collection. For those that want to use VAdata to collect data for Housing Stabilization reports, some additional information will need to be entered into VAdata.

4 I MPORTANT NOTE : The new Housing Stabilization features are optional. We added them so that SDVAs will be able to enter data specific to their VHSP, HUD, and/or ESG grant programs. If used, SDVAs will be able to run reports that will provide the data needed for their VHSP, HUD, and ESG reports.

5 H OW TO USE THE H OUSING S TABILIZATION SUPPLEMENT

6 A DVOCACY F ORM  We added a new tab/section to the Advocacy Form: Housing Stabilization.  For persons receiving advocacy services funded by any VHSP, HUD, and/or ESG grant program, please complete the information on the Housing Stabilization supplement.  Advocates will need to enter a New Sheet for a service recipient (adult or child) who is receiving grant funded housing services. A NEW Sheet must be completed for each type of housing service received. Each sheet will stay active until you enter a service exit date.  tab

7 E XAMPLES : If a mother and her 2 children enter your emergency shelter, and their stay is funded by VHSP-Shelter grant funds....  You will complete the Advocacy form as you have traditionally done, including all of the services and the shelter stay for the parent and for each child.  You will ALSO complete a Housing Stabilization sheet for each person (adult + 2 children) on which you will enter both their service begin dates and service end dates (when you know the end date). When completing the end date information, you will also need to indicate each person’s place of residence at the time services ended.

8 E XAMPLES : Let’s say that this same family (mother and 2 children) also receive funds from VHSP-Prevention to pay an overdue utility bill...  You will ADD a new sheet on the Housing Stabilization supplement for each family member (mother + each child) indicating the begin and end dates for THIS housing service. When completing the end date information, you will also need to indicate each person’s place of residence at the time services ended.

9 E XAMPLES So, let’s take this a step further. Suppose that this mother and her 2 children move from your Emergency Shelter (which is supported by housing funds) into housing supported by BOTH Rapid Re-Housing and by ESG.  Of course, you will complete your Shelter Services exit information for each person as you have done traditionally.  You will also enter the exit date and exit information from their shelter stays into the already partially completed service sheets on the Housing Stabilization supplements for each person (mother + 2 children).  You will then open 2 new Housing Stabilization supplements for each person (mother + 2 children), one for the VHSP Rapid Re-Housing grant and another for the ESG grant. When you know the end of service date, you will add that information.
