3 Creation of new Mid-Columbia Architecture o Balancing Authorities that own or have contractual rights to generation at the Mid-C need to create pseudo ties to properly account for generation interchange. o BPA exempted due to federal statute o Target date for implementation was July 9, 2014 Proposed changes to Mid- C scheduling practices Grant’s Proposed Changes

5 Mid-Columbia Scheduling Forum Created on April 18 th, 2014 –First meeting April 28 th Forum was open to Mid-Columbia BA participants –Objective: o Generate joint comments to Grant proposed business practice on April 18, 2014. o Investigate alternate proposals o Define and communicate Mid-Columbia scheduling needs

6 Forum work to date: o Two work groups created o BA work group Developed guiding principles document o Mid-Columbia PUD work group Developing joint scheduling proposal PUD proposal due; September 8 Proposal comments submitted August 1 Mid-Columbia Scheduling Forum
