Overview Coordination started 18 months before the outage. Estimated 12-16 week outage, took 15 weeks. Timing arranged to minimize impacts as much as possible. Locks had to be open by 1 April to allow Fish Barging per BiOp. Main Commodities affected: ► Wheat ► Fuel/gas transport up river ► Garbage ► Commercial - recreation cruise liners 3

BUILDING STRONG ® The Dalles Navigation Lock Outage The downstream gate and both pintle bearings were replaced Dix Corporation of Spokane, WA was the prime contractor Subcontractor Thompson Metal Fab was the steel fabricator, along with Oregon Iron Works Fabrication started in April 2010, completed by Feb 2011 6

Collapse of concrete into culvert Ice Harbor: Emptying Lateral Damage Damage found after unwatering lock Repairs critical to prevent concrete from entering fill/drain culvert Fast tracked contract to repair 13

BUILDING STRONG ® Outcomes from 2010 - 2011 Extended Navigation Lock Outage Took major steps to restore the reliability of the Columbia – Snake River Navigation System Completed backlog of Navigation Lock maintenance work Updated Navigation Operational Condition Assessments. Established a coordinated and collaborative process for current and future work on the System. 22
