Financing: Newly privatized utilities do not necessarily have the cash flow to qualify for lending or know how to build a business case for smart grid procurements. Market structure: Public and private utilities are interested in different aspects of grid modernization. Infrastructure: Ensuring a baseline infrastructure is in place before implementing smarter technologies.

www.ustda.gov Best Practices Tailor a Long-Term Plan: Economies can leapfrog or may need incremental steps to reach their goals. It is important to have a long-term strategy that accounts for all drivers. Understand the Utility’s Need: Pilot projects vs. roadmaps. Narrow the Technology and Include Regulators: The sector is vast; be specific about the technologies and include regulators in the process. Build Capacity: Potential buyers are looking for long-term partners to support training and increase cooperation. Financing: Creative financing for smaller procurements of utilities is needed. Studies that include a rigorous analysis of energy pricing and build the business case are more effective.
