STATUS OF CARLSBORG SEWER PROJECT Carlsborg Community Advisory Council Bob Martin June 6, 2013

UPDATE SINCE LAST CCAC MEETING Conditional Approval of Facility Plan by Ecology The PUD Board has decided to withdraw from most aspects of the project. The PWTF loan has been executed and assigned to the County. Wastewater treatment and reuse in Sequim

Reasons to Consider Treatment in Sequim: Sufficient excess capacity exists at Sequim WRF. Only minor upgrades to Sequim collection system needed to accommodate Carlsborg flow. Less than 3 miles of 6” force main needed to connect. “State of the Art” facility producing Class A reclaimed water. Good record of consistently meeting permit standards. Sequim aggressively pursuing utilization of reclaimed water. Resolves siting issues in Carlsborg. Cost Savings Sufficient excess capacity exists at Sequim WRF. Preliminary Sequim Cost Proposal 1.Capacity Cost: Proportionate Share of depreciated cost of shared treatment facilities (Approx. $1.2-1.5 million for 20-year Carlsborg flow projection. 2.Treatment O&M: $0.01 per gallon 3.Collection system O$M: $2.12 per foot on approx. 15,000 feet of shared sewer lines 4.10-15% surcharge on Treatment & Collection O&M
