1 MRWA 2013 ANNUAL CONFERENCE MAINE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

2 PUBLIC INFRASTRUCTURE PROGRAM The funding comes from the federal Department of Housing and Urban Development (HUD). For 2014 we have allocated $2,700,000 for Public Infrastructure Grants. It is a competitive process. As “Entitlement Communities” Auburn, Bangor, Biddeford, Lewiston, Portland and all of Cumberland County with the exception of Brunswick and Frye Island, are not eligible to receive State CDBG program funds.

3 WHO CAN APPLY? Units of General Local Government (UGLG). The town applies on behalf of the Water District, Sewer District, Utility District, etc.

4 HOW DO WE APPLY? It’s a two-stage process. Step one-Letter of Intent (LOI) is due in our office by 4:00 PM on Friday, January 17, 2014. This is an e-mail process. (ocd.loi@maine.gov)ocd.loi@maine.gov Step two-If your LOI is approved you will be invited to submit a full application which is due in our office by 4:00 PM on Friday, March 7, 2014. Award Announcements are typically made about 5-7 weeks after the application due date.

5 WHAT IS THE POINT OF THE LOI? To determine if; The project meets the national objective of benefiting low to moderate income people (in accordance with 24 CFR Sec. 570.483) The project activities are eligible under the Housing and Community Development Act (in accordance with 24 CFR Sec. 570.482) The project complies with Maine’s PL 776, regarding growth- related capital investment.

6 IS THE TARGET AREA ELIGIBLE? SURVEY SAYS..... For Public Infrastructure: greater than 51% of the households in the target area must have annual income that is less than 80% of the county median income. You must provide OCD with materials from your income survey completed using HUD approved methodology, and that has been reviewed and approved by the Regional Planning Commission.

7 IS THE PROJECT ELIGIBLE? Eligible activities in the PI Program are: Acquisition of utility right of ways, construction, reconstruction/rehab, and installation. Public infrastructure limited to supporting construction of fully-funded affordable LMI housing. Eligible planning activities necessary to complete the Project Development Phase. A CASH match of 25% of the grant award is required.

8 TWO ACTIVITY GROUPS Activity Groups: 1. Water system installation/improvements, sewer system installation/improvements, water/sewer system hookups, storm drainage, utility infrastructure, dams with the main purpose of providing the primary water storage facility for an active water district or municipal system. Maximum Amount: $1,000,000 2. Infrastructure in support of new LMI affordable fully financed housing. Maximum Amount: $1,000,000

16 PUBLIC HEARING Public Hearing Notice The City/Town of _________________ The City/Town of _________________ will hold a Public Hearing on (date), at (time), at the (location) to discuss an application being submitted to the State of Maine CDBG program for a (specific name of grant program). The purpose of the grant application is to state purpose). Public comments will be solicited at this Hearing and will be submitted as part of the application. All persons wishing to make comments or ask questions about the grant application are invited to attend this Public Hearing. Comments may be submitted in writing to: (name of contact, address) at any time prior to the Public Hearing. TDD/TTY users may call (list local TTY number or 711). If you are physically unable to access any of the City’s/Town’s programs or services, please call (list local contact and phone number), so that accommodations can be made. Any applicant submitting a non-compliant public hearing notice will have five points deducted from their final application score.

17 ENGINEERING REPORTS Mandatory professionally prepared engineering and/or health/safety report documenting conditions which warrant the project; and Mandatory engineering design report and cost estimates.
