The Need for Capital Planning Most municipalities have millions if not billions of dollars in transportation assets This usually represents a high percentage of total asset value $$$ A good number of highways and major transportation assets are now old and require maintenance Timely scheduled preventive maintenance keeps the transportation infrastructure in good condition and also avoids the large reconstruction costs Usually municipalities plan 10 years ahead Life Condition 10 Rehab Replace MinorMtce MajorMtce 1 4 6 8 Rehab Replace Minor Major

Capital Project Lifecycle Surface condition surveys A surface condition index is assigned to each roadway segment When a SCI threshold is met a project is entered in the capital program Once in the Capital Plan, a project is reviewed whether it needs to be advanced or deferred based on additional surveys or resourcing and funding available When scheduled work is completed project is removed from plan

Benefits of integration with GIS Visualize physical location of assets Show current condition of each asset Visualize scheduled capital projects for any asset Capital Project are tied to the linear road network Individual or overall picture showing current condition and proposed capital projects Spatially tie with other assets and conduct current or historical spatial analysis. For example: Give all Reconstruction projects on a given area that affect Traffic Modernization projects Give all expansion projects where land needs to be purchased etc

TCP Application TCP - Transportation Capital Program is an application that helps transportation departments manage their roadway improvement programs. The users can keep track of detailed project and tasks information and also identify physical project/task location through the integrated map. TCP allows for managing: Projects/Tasks Resources Budgeting Costing Benchmarks Users Reports

TCP Application Cont.1 A stand alone.NET based application that allows RoW to: Data and Maps 1.Maintain their project and map data in a central secure enterprise database 2.Easily link projects/tasks to the street centerline 3.Visualize project/tasks and other assets on the integrated map (driven by GM Library) 4.Track all changes and store for historical purposes 5.Be able to take Snapshots of data at any point in time and view when needed Users 1.Multiple user environment organized in hierarchy of roles (Editor, Admin, Auditor) 2.Have full control on system users and what they change 3.Shield LIVE data from user changes until approved Administration, Usability and Reporting 1.Have a user friendly and clean interface that makes every task easy 2.Provide an Admin Tool to manage all aspects of the application (metadata, users, reports, savepoints etc) 3.Automation of some common processes: Task Creation (templates), Project Deferral/Advancement, Funding, Resourcing
