I.Initial Requirements 1.At least twenty-one years of age. 2.At least one year of driving experience with trucks or commercial vehicles or, 3.At least three years as a driver of a passenger vehicle. 4.Possess a current and valid driver’s license. 2010-11 Driver Trainer Inservice2

Washington State Diabetes Exemption Program Allows drivers treated with insulin to drive school bus. Drivers must have an Intrastate Medical Waiver for diabetes or; A valid interstate exemption certificate for diabetes issued by the Federal Motor Carrier Safety Administration. Must complete the application process and update the driver’s record on the Web. 2010-11 Driver Trainer Inservice4

III.License and Endorsements Commercial Driving Instructional Permit (CDIP) needs to be acquired. A Knowledge test must be passed to get a CDIP. When driving a commercial vehicle the applicant must be accompanied by: –A driver with a CDL for the type of commercial vehicle being driven. 2010-11 Driver Trainer Inservice6

Or must be accompanied by: –A driver with at least 2 years’ experience driving the type of vehicle being driven. –A driver with at least 5 years’ total driving experience. Vehicles Requiring a CDL & Passenger Endorsement All vehicles designed to transport 16 or more persons (including the driver). This includes private and church buses. All school buses, regardless of size. All passenger endorsements are connected to a vehicle class. P1 for 16 or more persons including driver & vehicle weighing 26,001 lbs. or more. P2 for 16 ore more persons including driver & vehicle weighing 26,000 lbs. or less. 2010-11 Driver Trainer Inservice8

School Bus Endorsement (P1 & S1) A passenger endorsement (P) is also required for a school bus endorsement to be valid. Required for drivers who operate school buses to transport students to or from school or for school sponsored events (S). S1 for 16 or more persons including driver & vehicle weighing 26,001 lbs. or more. S2 for 16 ore more persons including driver & vehicle weighing 26,000 lbs. or less. 2010-11 Driver Trainer Inservice9

Air Brake Restriction The air brake restriction is the default licensing condition. Written and skills test must be passed for this restriction to be removed. Drivers that don’t pass this test are restricted on the CDL to non-air brakes. 2010-11 Driver Trainer Inservice10

Written Tests In order to obtain their license and endorsements written tests must be taken and passed. They are: –Knowledge test (to obtain their permit). –Passenger endorsement. –School bus endorsement. –Air Brakes. 2010-11 Driver Trainer Inservice11

Skills Test Scheduled after the knowledge tests are passed. May be taken with an Independent, Educational Service District 112, or Department of Licensing third party tester. If an Educational Service District 112 tester is used, the Skills Testing Fee Authorization Letter must be presented to the Department of Licensing prior to testing. 2010-11 Driver Trainer Inservice12

Commercial Driver Training Employer Certification Used after the successful completion of the skills test. Verifies the training the school district has provided and confirms the trainee is going to be an employee of your school district. Must be sent with the trainee to the Department of Licensing. 2010-11 Driver Trainer Inservice13

OSPI Training Units Completion Record (Form SPI M-645A) This form is available on the Student Transportation Web site. Trainee is to initial all training units under column labeled, “Student”. Verifies the student has received and retained knowledge of classroom materials and behind the wheel training. Appropriate driver instructor is to initial training under column labeled, “Instructor”. A hard copy should be kept in trainees file. 2010-11 Driver Trainer Inservice14

School Bus Driver Training Record (Form SPI M-1650) This is used as documentation of: – Yearly state in-service training. –District inservice days. –School bus training. –Inservice training must be completed by November 1 st of each school year or; –Prior to return to duty. 2010-11 Driver Trainer Inservice15

Temporary Authorization Occurs when all requirements have been met except: You’re waiting for the fingerprint results. The applicant hasn’t completed the first aid requirement. 2010-11 Driver Trainer Inservice16

Extension on a Temporary Authorization An extension may be granted while waiting for OSPI to receive fingerprint results. An extension may be granted if fingerprints are rejected and reprints are submitted. (Update fingerprint date in Step III to reflect new reprint date.) 2010-11 Driver Trainer Inservice17

Permanent Authorization When all requirements have been met including fingerprint results and first aid. Email notification is received and should be printed and placed in the driver’s file. 2010-11 Driver Trainer Inservice19
