Operational Environment (OE)
Operational Environment (OE) A description of Operational Environment (OE) in which you will train. Use Political, Military, Economic, Social, Infrastructure, Information, Physical Environment, and Time (PMESII-PT) as the format for information.

Higher Headquarter’s Mission
Higher headquarter’s mission. A reprint of the mission for the higher headquarters as stated in higher’s UTP OPORD.

Higher HQ METL and KCTs Higher HQ METL and KCTs. A listing of the METL and key collective tasks to train from the higher headquarter’s UTP OPORD.

Unit mission Unit mission. Publish the restated unit mission developed during the mission analysis.

Commander’s Intent Commander’s intent. A single paragraph describing the clear and concise expression of the purpose of the training and the desired endstate.

Unit METL Unit METL. A list of the briefing unit’s METL.

Key Collective Tasks (KCT). A listing of the unit’s KCTs as developed during the mission analysis.

Concept of the Operations
Concept of the Operations. A description how the commander plans to train his unit to task proficiency through the planning horizon. Decisive Operations (COA). Describes the events sequencing with their associated key collective tasks emphasis leading to the culminating training event. Shaping Operations #1 (individual training). Unit CSM presents individual task training with a description of how the individual tasks support training of key collective tasks Shaping Operations #2 (leader development). A description of the collective leader tasks and methodology for training leaders. Key training events. A review of the training calendar with the events, dates, key collective tasks, evaluation plan, and desired training end state with emphasis on certifying events and those events requiring external support and resourcing. Time management system. A view of the training calendar reflecting how the unit commander mitigates external support requirements and taskings. Task to subordinate units. A description of training guidance tailored for specific subordinate units. Assessment plan. The plan for assessing and evaluating task proficiency during and after training events. Periodic decision points should be identified. Key resources required. Identification of required key resources to train specific key collective tasks. Training risk. A description of any identified risks along with measures to mitigate the risks. Training challenges. Any identified training issues requiring the attention of the higher commander.
