U.S.-Mexico Air Quality Projects and the North American Energy Summit Richard Halvey Western Governors’ Association March 26, 2004 Chihuahua City, Chih.

Speaking Points  Mexico National Emissions Inventory Project  Border Energy Project  North American Energy Summit

Mexico Inventory  Three year project started in 2001  Partnership between INE, SEMARNAT, U.S. EPA, WGA, CEC  First comprehensive national inventory for all pollutants and all sources  Includes all Mexican states  Inventory is owned by Mexico and maintained by Mexico

Mexico Inventory  Used existing point source data gathered from federal, state and local sources  Developed customized models for on road mobile sources, non-road motor vehicles, natural sources  Comprehensive review process including workshops

Mexico Inventory  Six northern states inventory is complete and will be published April 16  Remainder of country will be published initially in August and reviewed by stakeholders  Final inventory will be published by December 2004

Border Energy Project  Objective is to reduce energy consumption and improve environmental quality along the U.S.-Mexico border through the promotion and use of energy efficiency equipment

Border Energy Project  Why is this project important? –6-8% growth in energy use annually along the border means a doubling of energy consumption in 9-12 years –Existing generating capacity will have to be increased, increasing environmental issues –Estimated that 20-30% of the new energy needs will have to come from renewables and efficiency measures

Border Energy Project  Bilingual web page to provide information and match businesses that want to implement projects with firms that have experience in completing projects  Audits  Peer groups  www.borderenergy.org or www.energiafronteriza.org www.borderenergy.org www.energiafronteriza.org www.borderenergy.org www.energiafronteriza.org

Border Energy Project  Realizing Practical Opportunities to Save Energy in the Border Region - A Market Approach  Identify the sectors most likely to provide significant energy savings when efficiency projects are implemented  To be released at the North American Energy Summit

North American Energy Summit  In Albuquerque April 14-16  Hosted by Governor Bill Richardson of New Mexico  Identify opportunities to have an abundant, secure, affordable, environmentally responsible energy future

North American Energy Summit  High level federal officials from all three countries  Private businesses  Environmental and public groups  18 panel sessions covering a wide range of topics including oil and gas production, exploration and pricing, energy efficiency, renewable energy, electricity generation, transmission and security, nuclear energy, climate change, hydrogen economy, and international collaboration
