2 2 27 June 2003 Scenario l A tanker en route to Fawley oil refinery near Southampton has run aground; its hull has been holed and oil has begun leaking into The Solent. l This threatens the Fawley salt marshes (a Site of Special Scientific Interest that is home to 22 species of birds), the fragile ecology of the Isle of Wight and the freshwater inlets of Southampton Water.

3 3 27 June 2003 e-Response l To respond to this emergency, the three members of the e-Response executive team meet. l Together the members of this team possess a good general scientific background, and have specialist contacts in a number of fields of expertise. l Their initial task (in Meeting 1) is to construct a response team of relevant scientific experts, and with their help generate some initial response options. l Each expert will then be actioned to analyse these options according to their own specialism and report back at Meeting 2 (to take place the following day), during which a concrete response plan will be formulated.

4 4 27 June 2003 e-Response Meeting 1: Executive Meeting l The team sets about constructing an emergency response scientific advisory group (ER-SAG) that will formulate an appropriate response by using: –‘Conventional’ videoconferencing tools (the audio and video of meeting is being recorded for later playback.) –I-X (with an appropriate set of SOPs downloaded from the e-Response web-site) to provide a plan for the initial communications set-up; a plan for the ‘team-building’ activity itself; and to record action items. –Compendium to record the argumentation: primarily this concerns identifying the (possibly) relevant areas of expertise and nominating experts in these fields, and then exploring the initial response options. –BuddySpace is used to contact the on-line nominated experts and they are patched into the meeting; however, one expert, a specialist in the ecology of Southampton Water, is currently unavailable (he will be given access to the records of this meeting and invited to the next one). –(A call to the 3Store is able to furnish some likely additional experts in fields where the team members have no contacts.)

5 5 27 June 2003 e-Response Meeting 2: Expert Meeting l The nominated experts (in several different locations) meet to formulate a response: –Using I-X and meeting SOPs the experts begin to formulate a response to the emergency; the arguments are captured by Compendium; one member of the executive is now at Fawley and uses BuddySpace to provide information about the current state of the spill and weather conditions, etc.; and, again, the meeting is being recorded. –The expert Ecologist (who has used Compendium and Replay to review the relevant sections of meeting 1) questions the assumptions underlying one of the original options, and proposes an alternative. –A decision is made and a plan of action is formulated; this is transferred to the I-X panels of the executive, who then begin to implement it….
