Looking Ahead to Reauthorization  April 2012  Blueprint was released  May 2012 - until  Engagement activities with key stakeholders  Ongoing work with States through a State Perkins Accountability Congress to propose the common definitions that would be used for the indicators  Fiscal Year 2013  Carl D. Perkins Career and Technical Education Act of 2006 officially up for reauthorization on October 1 st 2012  Congressional timing unknown

4. Key Accountability Provisions  Complete implementation of a SLDS or comparable system that incorporates CTE data  Use a smaller set of performance indicators that are commonly-defined and, where applicable, aligned with ESEA, WIA, and HEA statutes  Enrollment in State-selected CTE programs  High school graduations rates  Postsecondary enrollment rates, with and without remediation  Rates of attainment of industry-recognized credentials, postsecondary certificates and postsecondary degrees  Rates of attainment of employment  Earnings  Report data on an aggregated and disaggregated basis for seven student categories

5. Support for States  Data Quality Institutes – These annual institutes bring together state teams comprised of state CTE directors and their accountability state to improve the quality and consistency of data that states must report on.  Next Step Work Group (NSWG) Conference Calls – OVAE holds months calls with state CTE directors, secondary and postsecondary accountability staff to discuss emerging issues in Perkins accountability.  Individual Technical Assistance to States – OVAE offers customized technical assistance to state on Perkins accountability issues. Up to eight states are selected to receive technical assistance each year through an application process conducted each fall.

6. Open Questions/Challenges  How will “participation” be defined (i.e., who is a CTE student)?  How will the accountability system account for students who switch to a program in another consortia’s jurisdiction (i.e., a secondary student who attends college in a different area of the state)?  How will the accountability system account for students (i.e., incumbent workers or adults) who do not enter through the high school pipeline?  How will “earnings” be defined and tracked?
