3.  Provides non-radar separations among controlling planes (landing, taking off, on circuit)  Issue landing and take-off permissions and ATC clearances  Direct taxiing aircraft and inform about obstacles and the other traffic  Maintain fluent and orderly air traffic flow on airport and circuit  Coordinate and hand over flights correctly to the other ATCs  Monitor and direct movement of vehicles and personnel on manoeuvering area TWR
